Les jeunes de 16 à 25 ans sortis du système scolaire sans diplôme ou qualification vont pouvoir reprendre des études. Le décret n°2014-1454 du 5 décembre définit les conditions dans lesquelles ces jeunes sortant du système éducatif sans qualification professionnelle reconnue par un des diplômes, titres ou certificats inscrits au RNCP peuvent bénéficier, à leur demande, d’une formation professionnelle dans le cadre scolaire. L’objectif étant l’acquisition d’un de ces diplômes.

Tout jeune de 16 à 25 ans sortant du système éducatif sans diplôme, ou sans titre ou diplôme inscrit au RNCP, peut demander une durée complémentaire de formation qualifiante afin d'acquérir soit un diplôme, soit un titre ou certificat inscrit au RNCP. Cette formation peut être dispensée sous statut scolaire (1 an maxi renouvelable selon le diplôme visé), dans le cadre d'un contrat en alternance ou sous statut de stagiaire de la formation professionnelle. L'accueil dans une formation professionnelle dispensée sous statut scolaire ou d'étudiant s'effectue dans la limite des places disponibles.
