Helfen Rankings bei der Studienwahl?

Die Kontrahenten: Frank Ziegele, 46, ist der Geschäftsführer des Centrums für Hochschulentwicklung in Gütersloh (CHE). Das CHE erstellt das größte deutsche Hochschulranking, dessen Ergebnisse regelmäßig im ZEIT Studienführer und auf ZEIT ONLINE veröffentlicht werden. Auch das Masterranking Informatik auf den vorangegangenen Seiten gehört dazu. Martina Löw, 47, ist Professorin an der TU Darmstadt und die Vorsitzende der Deutschen Gesellschaft für Soziologie (DGS). Die DGS ruft Uni-Institute dazu auf, die Erhebungen für das Ranking zu boykottieren.
ZEIT Campus:
Frau Löw, Sie raten davon ab, sich bei der Studienwahl an Rankings zu orientieren. Was ist so schlecht daran?
Martina Löw:
Rankings täuschen Objektivität vor. Aber was dabei genau gemessen wird, beruht auf subjektiven Entscheidungen.
ZEIT Campus:
Herr Ziegele, sind die CHE-Rankings, für die Sie verantwortlich sind, subjektiv?
Frank Ziegele:
Natürlich. Jedes Ranking ist subjektiv in dem Sinne, dass jemand die Entscheidung trifft, was gemessen wird. Viele Uni-Rankings mischen die Ergebnisse für verschiedene Aspekte zu einem Wert zusammen. Dann weiß keiner, was dahintersteckt. Aber genau das machen wir nicht. Mehr...

Yet Another Rankings Fabrication

HomeBy Scott Jaschik. Tulane University has admitted that it sent U.S. News & World Report incorrect information about the test scores and total number of applicants for its M.B.A. program.
The admission -- as 2012 closed -- made the university the fourth college or university in that year to admit false reporting of some admissions data used for rankings. In 2011, two law schools and one undergraduate institution were found to have engaged in false reporting of some admissions data. A statement issued by Tulane said that it discovered the problem when preparing a new set business school data for U.S. News and found that numbers, "including GMAT scores and the number of applications, skewed significantly lower than the previous two years. Classements internationaux - nouvel espoir pour les universités françaises

Les EchosPar Marie-Christine Corbier. L'Europe va proposer une alternative au très contesté classement de Shanghai. Le gouvernement veut le mettre à profit pour simplifier en France l'offre universitaire.
C'est la réponse de l'Europe à la Chine dans la bataille de l'enseignement supérieur. Agacés par le désormais célèbre classement de l'université de Shanghai, qui écartait nombre d'établissements européens des premiers rangs, les Vingt-Sept vont lancer leur propre palmarès. Baptisé U-Multirank, il évaluera 500 universités d'Europe et du reste du monde et sera officiellement présenté à Dublin, fin janvier. Les établissements qui veulent y participer pourront s'inscrire au premier semestre 2013. Les premiers résultats devraient être connus en 2014...

Poussé en 2008 par la France qui présidait alors l'Union européenne, ce nouveau classement jugera les établissements à partir d'indicateurs plus larges que ceux utilisés habituellement, notamment par l'université de Shanghai. Cinq domaines sont retenus: la réputation en matière de recherche; la qualité de l'enseignement et de l'apprentissage; l'ouverture sur l'international; la réussite en matière de transfert de connaissances (partenariats avec des entreprises et des start-up) et l'action régionale...
A noter

Three IREG Member to work on the European U-Multirank

AuditThe European Commission is promoting transparency in the international higher education system. After a feasibility study successfully completed in 2011, the Commission is now funding a two-year project to implement U-Multirank, a multi-dimensional and user-driven international ranking of higher education institutions. An international consortium of partners from nine countries will run the project together with international stakeholder organisations. The consortium includes three organizations, members of IREG Observatory: CHE Centre for Higher Education (Germany) the lead of the of the project together with Center for Higher Education Policy Studies (CHEPS), Observatoire des Sciences et des Techniques - OST (France) and Perspektywy Education Foundation (Poland).
The Commissioner for Higher Education and Culture, Androulla Vassiliou, said: U-Multirank "will be useful to each participating higher education institution, as a planning and self-mapping exercise; and more should join as it proves its utility, and to respond to calls from students and others for greater transparency in European higher education. By providing students with clearer information to guide their study choices, this is a fresh tool for more quality, relevance and transparency in European higher education."
The basic characteristics of U-Multirank, which has been developed in close consultation with stakeholders, differ substantially from existing international rankings:
An initial pilot ranking covering at least 500 higher education institutions, both inside and outside Europe, and four fields of study (mechanical and electrical engineering, business – the fields included in the feasibility study – and physics) will be published in early 2014. U-Multirank will then be expanded regularly to include more institutions and fields of study. More information.

New ranking targets 500 universities

European Commission logoFive hundred universities from across Europe and the world are expected to take part in a new international university ranking initiated by the European Commission, it was announced today.
The new listing, U-Multirank, will differ from existing rankings by rating universities according to a broader range of performance factors, aimed at providing a more realistic and user-friendly guide to what they offer. The new 'multi-dimensional' ranking will rate universities in five separate areas: reputation for research, quality of teaching and learning, international orientation, success in knowledge transfer (eg partnerships with business and start-ups), and regional engagement. Universities are being invited to sign up for the new ranking in the first half of 2013, and the first results are due in early 2014. U-Multirank will be formally launched at a major conference on 30-31 January in Dublin under the Irish Presidency of the European Union.
Androulla Vassiliou, European Commissioner for Education, Culture, Multilingualism and Youth, said: "This will be a modern and sophisticated ranking, capturing the full diversity of higher education. Existing international rankings still tend to attach too much weight to research reputation. Our multi-dimensional ranking will provide a more accurate and comparable guide to university quality. U-Multirank will help young people make the right study choices and it will motivate institutions to improve their performance across a whole range of activities. It will also be a useful tool for decision-makers, enabling them to be better placed to develop effective higher education strategies for the future."
U-Multirank will be based on objective criteria and data. The Commission aims to attract a wide range of universities to take part in the first phase. It would be open to others to join in later. U-Multirank will also enable individuals to select and weigh their own priorities to produce their own, tailor-made rankings.
To ensure impartiality, quality and verification, the Commission has selected an independent consortium to carry out the ranking. The Centre for Higher Education (CHE) in Germany and the Center for Higher Education Policy Studies (CHEPS) in the Netherlands, will lead the initiative. They will work with partners including the Centre for Science and Technology Studies at Leiden University (CWTS), academic publishers Elsevier, the Bertelsmann Foundation and software firm Folge 3. The consortium will also work with national ranking partners and stakeholder organisations to compile accurate data.

Un classement européen des universités va être officiellement lancé

Orientations : études, métiers, alternance, emploi, orientations scolaireCa y est: le projet longuement envisagé va enfin être lancé avec l'objectif de contrer la suprématie du classement de Shanghai. L'Europe va en effet lancer son propre palmarès des 500 meilleurs établissements européens et mondiaux.
Un nouveau classement va prochainement voir le jour dans le monde de l'enseignement supérieur. En effet, pour contrer la suprématie depuis quelques années du classement de Shanghai, la Commission européenne vient décider de créer son propre palmarès international des universités, baptisé "U-Multirank".

Ce palmarès comparera ainsi les 500 meilleurs établissements européens et mondiaux, en prenant en compte cinq critères : la réputation en matière de recherche, la qualité de l'enseignement et de l'apprentissage, l'ouverture internationale, la réussite en matière de transfert de connaissances et l'action régionale. Lancement du classement européen des universités

Ce lancement est l'aboutissement d'un travail commun engagé par la Commission européenne et les pays membres de l'Union européenne, au premier rang desquels la France, pour renforcer l'attractivité internationale de l'enseignement supérieur européen et se doter, à l'échelle européenne, d'un véritable outil d'orientation. L'Observatoire des sciences et des techniques, qui était partenaire de l'étude de faisabilité, reste associé à l'exercice.
Le 16 novembre, Geneviève Fioraso, recevant Androulla Vassiliou, Commissaire européenne à l'Education, la culture, le multilinguisme et la jeunesse, avait réaffirmé le soutien de la France à ce projet et son souhait de voir ce dispositif opérationnel dès 2013.
"La diversité de nos universités nécessite que les systèmes d'évaluation et de classement soient adaptés. Le classement U-multirank sera un outil permettant de prendre en compte des points forts et spécifiques de notre enseignement supérieur européen, à savoir les sciences humaines et sociales, le nombre d'étudiants et leur taux de réussite des étudiants, le transfert vers l'industrie, la participation à l'innovation et la création d'emplois" affirme Geneviève Fioraso.
"Ce classement doit devenir une référence pour les étudiants, les enseignants, les entreprises tant au niveau européen que mondial. Nous devons être fiers de notre culture scientifique et académique et cet outil européen commun nous permettra d'en assurer plus largement et plus efficacement la promotion."

India Education Diary : Eden of EducationBy Rashmi r Parida, New Delhi. International ranking systems cannot constitute the basis for benchmarking of Indian institutions. This information was given by the Minister of State for Human Resource Development, Dr. Shashi Tharoor in Rajya Sabha today.
Minister Tharoor said that there are several entities undertaking ranking of world universities as per their own criteria. Some of the better known global systems of rankings are the Quacquarelli Symonds (QS) system, the Times Higher Education (THE), World University Rankings and the Academic Ranking of World Universities (ARWU) published by Shanghai Jiao Tong University.
He further added that these different international ranking systems use different values, indices and parameters to rank higher educational institutions. These criteria are neither universally accepted nor recognized and are therefore sometimes subjected to criticism in academic circles. Some of these parameters may not be relevant for Indian higher educational institutions and therefore, these rankings cannot constitute the basis for benchmarking of Indian institutions. Read more...

Swedish education level slips in global ranking

http://www.thelocal.se/images/core/ribbon/education4.pngSweden is set to slide down the scale in a new global comparison of education achievement, said a report published by the Swedish National Agency for Higher Education (Högskoleverket) on Monday.
Sweden has long enjoyed a high proportion of well-educated citizens, placing it in the spotlight in comparison with other countries.

The proportion of well-educated Swedes peaked in the past two years, keeping it high up in international comparisons. However, this balance is set to shift in the coming years.
“Sweden has a really good starting position when compared with young people’s education levels in different countries,” agency head Lars Haikola said in a statement on Monday.
“The proportion of people with higher education has risen more in Sweden than the OECD average, but now we’re seeing signs that the development is levelling off."
The agency said the trend could accelerate further because the addition of new colleges to the Swedish higher eduction system has halted. While Sweden remains stagnant, the report on Monday sounds the warning bell that other countries are catching up.

Conference on Scientometrics

There were 10 conference reports and 2 forums. Professor Ronald Rousseau, President of ISSI, addressed the latest research on Big data and Informetrics. Professor Chen Daren from Taiwan University described problems in the application of H-index and developed an integrated index to evaluate performance of institutes. Citation network model made by Price in the early years was modified and improved. Also Zipf’s law and some other related topics were presented in the conference. As to the application of Scientometrics theories, Dr. Yue Weiping from Thomson Routers introduced the Consult Service Platform. Some scholars used bibliometrics methods to analyze various aspects of National Natural Science Foundation and National Social Science Foundation. Scientometrics research collaboration and other topics were addressed as well.
Scientometrics theories are widely used in evaluation practice and University Ranking has gained more and more attention worldwide. Chief director Phil Baty from The Times, representatives from Taiwan University and Professor Zhao Rongying from RCCSE addressed their ranking methodology and results on World-Class University Ranking respectively. By comparing the different indicator system and the weight allocation, different insights on World-Class Universities can be obtained. However, as Professor Huang Mu-hsuan concluded, great universities perform well in all aspects. Scholars in the conference also studied evaluation methods on scientific innovation and many other aspects.
The biannual International Conference on Scientometrics and University Ranking provides a communication platform for worldwide scholars and practitioners who are interested in Scientometrics research and University Ranking. It has attracted scholars from five continents and yielded great impact on the development of both the Scientometrics studies and University Ranking practice.
