Quelles conditions pour être Président d’université ?
Le président d’université est élu « parmi les enseignants-chercheurs, chercheurs, professeurs ou maîtres de conférences, associés ou invités, ou tous autres personnels assimilés, sans condition de nationalité », indique l’article L 712-2 du code de l’Education. La limite d’âge est fixée à 68 ans. Un président peut rester en fonction jusqu’au 31 août suivant la date à laquelle il a atteint cet âge. Les fonctions sont incompatibles avec celles de membre élu du conseil académique, de directeur de composante, d’école ou d’institut ou de toute autre structure interne de l’université et avec celles de dirigeant exécutif de tout EPSCP ou de l’une de ses composantes ou structures internes. This essay provides an outline of three theoretical perspectives to study the impact of global competition on organizational change at universities. The perspective of neoliberal economics portrays global competition as competition of universities in the global higher education market. Universities transform towards greater efficiency with the goal of having a larger market share. The political economy perspective suggests that global competition in higher education is an emergent property of competitive relations among nation states. Universities change in the direction of increased prestige and status. Their transformation is a complex outcome of the interaction among global, national and local forces. The new institutionalist approach claims that global competition is a consequence of universities turning into organizational actors.
