Un milliard d'amputation budgétaire en un an pour l'Université et la recherche
Cela fait un an que nous tentons, en vain, d'obtenir que la presse rende factuellement compte des baisses budgétaires dans le supérieur. Pour l'anecdote, la Cour des Comptes prétend ne pas avoir réussi à mener cette analyse à bien du fait des sommets d'incompétence atteints par la DGESIP. La méthodologie en est pourtant simple. Il ne faut évidemment pas considérer l'enveloppe globale de l'Enseignement Supérieur et la Recherche, puisqu'elle recouvre des lignes budgétaires mouvantes mais ne regarder que le "programme 150" qui est celui correspondant au budget de l'Université et de la recherche universitaire (à l’exclusion des autres filières, du budget alloué à la recherche privée, des bourses étudiantes, etc). De la même manière, il faut considérer le budget sur une année roulante de sorte à prendre en compte les innombrables annulations de crédits qui l'émaillent, c'est-à-dire des crédits dûment votés par la représentation nationale, mais qui ne sont jamais versés.
