National Qualifications and Quality Assurance Authority for Education and Training (NAQQAET)

His Majesty King Hamad Bin Isa Al Khalifa the King of Bahrain has issued a Decree No. (83) for 2012 organising the National Qualifications and Quality Assurance Authority for Education and Training NAQQAET (formerly known as the Quality Assurance Authority for Education and Training QAAET).
The NAQQAET now comprises of five units. A new unit called ”National Qualification Framework (NQF) Unit” was established along with the present four units (Schools Review Unit; National Examinations Unit; Vocational Review Unit; and Higher Education Review Unit). The NQF Unit will run the operations of the National Qualification Framework and establish communications with national and international bodies that are involved with Education and Training Frameworks.
It is foreseen that the NQF will further enhance the Authority‟s main objectives in improving the quality and performance of education and training sectors within the Kingdom. The NQF emphasizes the value of qualifications by mapping those qualifications on the framework according to a set of educational quality standards that are on par with global standards.

WIFI OÖ sichert mit ISO 29990 Qualität nach außen und innen

Die WIFI OÖ GmbH ist seit Jänner auch nach der internationalen Norm ISO 29990 zertifiziert. Die Internationale Norm ISO 29990, die seit Dezember 2010 auch auf Deutsch vorliegt, definiert erstmals ein weltweit einheitliches Qualitätsniveau für Bildungsdienstleister. Während Anbieter damit ihre Qualität transparent machen können, ermöglicht die Norm Weiterbildungsinteressierten, Lerndienstleistungen nach objektiven Kriterien zu vergleichen.
Konkret gliedert sich die ISO 29990 in zwei Bereiche: in einen Qualitätsstandard für Lerndienstleistungen und in das Qualitätsmanagement des Lerndienstleisters selbst. Grundlegende Anforderungen an Bildungsprozesse müssen erfüllt sein. Vor allem wird geprüft, ob Inhalte und Lernmethoden auf die Bedürfnisse der Lernenden abgestimmt sind, nachhaltige Lernergebnisse ermöglichen und den Transfer in die Praxis unterstützen. Wichtige Kriterien sind außerdem die Kunden- und Prozessorientierung sowie die Kompetenz der Trainer und Mitarbeiter.
Systematische Weiterentwicklung durch regelmäßige Audits
Das Managementsystem nach ISO 29990, das auf der allgemein ISO 9001 aufbaut, sieht eine systematische Weiterentwicklung der Organisation sowie eine Optimierung der Prozesse entsprechend der Qualitätsstandards vor. Regelmäßige interne und externe Audits unterstützen dabei. Zertifizierungspartner des WIFI ist die Quality Austria Trainings, Zertifizierungs- und Begutachtungs GmbH.

Enhancement of Quality Assurance Management in Jordanian Universities - EQuAM

The University of Barcelona is launching a new project entitled "Enhancement of Quality Assurance Management in Jordanian Universities" (EQuAM), in partnership with ENQA and 15 other higher education bodies.
A model (principles, priorities, guidelines and procedures) will be produced to support Jordanian HEIs and their quality assurance unit to improve internal QA in line with the new requirements of the national HE Accreditation Council and international expectations. The Model will be based on analyses of needs and capacities in Jordanian HEIs, as well as the experiences and best practices from the successful QA Action Line of the Bologna Process. Workshops, consultations and “matching” exercises will contribute relevant material from Jordanian and European HEIs and QA agencies. The Model will be piloted in Jordanian HEIs and complemented by training and capacity building to support its sustainability. European experiences in building productive relationships between HEIs and their QA agencies will inform the effective implementation of the Model and reflect the importance of autonomous HEIs meeting national/international expectations whilst working in different contexts.

Rankings and the Visibility of Quality Outcomes in the European Higher Education Area

The subject of this conference is higher education ranking systems with a particular focus on the needs of different users. The conference will also focus on the Commission's U-Multi-rank project and will provide an opportunity for the consortium leading this project to provide clarity to institutions and policy makers around the opportunities, challenges and requirements of the project.
Expected participants include representatives of the various users of rankings systems including students, institutional leaders, academics, enterprise leaders and policy makers.

EURASHE is pleased to officialy publish two Policy papers endorsed by EURASHE’s Council, which gathered on Saturday 13 October in Antwerp (Belgium) (more here): the EURASHE Policy Paper on Mobility (left, here), and the EURASHE Policy Paper on Quality Assurance and Transparency Tools (right, here).
Both papers are the result of the Work of EURASHE’s dedicated working groups which developed the paper and extensive consultations inside the structures of EURASHE.
They join EURASHE’s Overarching Policy Paper (left, here) and the joint EURASHE-UASnet Position Paper on Research and Innovation (right, here) unveiled at the EHEA Ministerial Conference in Bucharest (Romania) on 26-27 April 2012. More on EURASHE’s participation in the Conference can be found here.

TEQSA looking for HE Experts

The Tertiary Education Quality and Standards Agency (TEQSA) has called for applications for individuals to be included on its Register of Experts.
According to the TEQSA Register of Experts webpage (http://www.teqsa.gov.au/experts) members of the Register of Experts will be expected to have and maintain significant knowledge and experience in one or more identified areas of expertise, including:
a.         area(s) of identified disciplinary expertise (by Broad, Narrow and Detailed ASCED fields);
b.         academic governance;
c.         corporate governance;
d.         financial capability and processes;
e.         financial business planning, solvency, viability and sustainability;
f.          outsourcing (including third party arrangements);
g.         human resources management;
h.         facilities planning and management;
i.          Library and Information Services;
j.          risk management;
k.         student services/administration;
l.          academic administration (including admission and enrolment process);
m.        marketing strategies and recruitment;
n.         IT/Systems administration;
o.         academic quality assurance;
p.         learning and teaching in higher education;
q.         curriculum development and design (including alignment with the Australian Qualifications Framework);
r.          academic assessment and moderation methodologies;
s.         research management;
t.          research training;
u.         higher education delivery in a language other than English;
v.         vocational education pathways to higher education;
w.        dual sector arrangements;
x.         work integrated learning;
y.         learning technologies (including flexible delivery, online delivery, e-learning, distance education;

TEQSA can invite individuals whom it deems to be appropriately qualified to be included on the Research Experts to provide written advice or answer to specific questions.  On rare occasions Experts might be required to undertake site visits.  The advice will relate to elements of TEQSA’s regulatory assessments and reviews, including advice on TEQSA’s assessment of provider or course applications and other scheduled and non-scheduled reviews
Importantly, Experts will not be drafting recommendations on applications, providing commendations, nor formulating draft conditions or time periods for registration/renewal of registration and accreditation/renewal of accreditation.
Applications for the Register of Experts close at 5pm on Friday 11 December.  No late applications will be accepted.

EQAVET - Vocational education and training: new online tool enhances quality

European Commission logoThe "EQAVET Quality Cycle" is a new online tool developed by the European Quality Assurance in Vocational Education and Training (EQAVET) network which helps Member States and vocational education and training (VET) providers to enhance the quality of VET.
The tool is based on the guidelines of the European quality assurance reference framework for VET and helps to adapt these guidelines to the situation in each country.
The tool assists VET systems and providers to:
  • evaluate their approach to quality assurance;
  • examine how other Member States and VET providers in Europe operate their quality assurance system;
  • explore new ideas relating to the design of national, regional or institutional quality assurance systems;
  • stimulate further thinking on how to introduce or develop quality assurance mechanisms.

The International Arab Conference on Quality Assurance in Higher Education (IACQA) is a forum for scientists, researchers, and experts to present their latest research, results, ideas, developments, and applications in all areas of quality assurance in higher education. It is held periodically in the Arab homeland.
This conference is considered as an official scientific conference for the Association of Arab Universities in the field of quality assurance in higher education. Zarqa University in Jordan has been selected to be the permanent residence for its General Secretariat. Permanent committee of (32) members and an International arbitrative committee of (200) members will oversee the conference.
LOCATION

IACQA'2013(3rd session) will be organized by Al-Zaytoonah University, Jordan. Al- Zaytoonah University of Jordan has witnessed remarkable progress, at both Infrastructure, building, facilities, or academic and administrative level, It Includes seven faculties, twenty five majors, and Masters in Business Administration and Pharmacy.
The University characterized by a wonderful site overlooking the Queen Alia International Airport highway, and Its architectural and engineering nature that characterizes its buildings and gardens which filled with Olive trees, and It is about (15) kilometers south of the center of the capital Amman.
University Vision: To reach a prominent status locally and regionally in its educational programs and research activities within the accreditation standards of Quality Assurance.
University Mission:
To Improve the level of University education and provide the local and regional society with specialized experiences capable of development and Innovation, with trained leadership, and cope up with technological development so as to enhance scientific research.

SUBMISSION OF PAPERS

Researchers interested in attending this conference may submit their papers in English or Arabic. The maximum number of pages should be 15, including all diagrams, illustrations, tables and list of reference(s). The first page should include the title of the research, the name of the authors, the institution or university, P.O address, telephone and fax numbers as well as the e-mail address of the authors. The paper should start with an abstract of the research, followed by the keywords, then the rest of the paper, starting with an introduction and ending with a conclusion section. All papers should be typed in MSWord 2003 and addressed to the General Secretariat of the Conference email address at iacqa@acqa.org. Papers may also be uploaded via the electronic conferences management system that can be accessed via the conference web site at www.iacqa.org/openconf. All papers shall be peer reviewed by specialists in the field. The evaluation of submitted papers is based on the importance and usefulness of the research topic. Technical merits, novelty of the approach, soundness of results, and clarity of presentation are also considered as factors of the evaluation process. Each article will be fully refereed by a minimum of two specialized referees. Accepted papers will be published in the conference proceedings. Any question regarding submission or the reviewing process should be directed to iacqa@iacqa.org.

Quality and accreditation body goes global

The US-based Council for Higher Education and Accreditation, CHEA, has launched a new international division, arguing that as internationalisation spreads there is a pressing need for institutions around the world to work together to establish a shared global system of quality assurance.
For many years, the role of universities was relatively straightforward – educate the youth and produce original research. But in an increasingly globalised world, tertiary institutions serve a more complex purpose. They function more as nodes in a much larger global network that involves not only other universities, but a slew of businesses, non-profits and organisations that have a vested interest in an institution’s educational activity and financial outcomes.
