Horizon 2020: Funding rules are crucial for sustainability of Europe’s universities

http://www.eua.be/images/logo.jpgThe latest edition of EUA’s public funding observatory highlights that in countries where cuts are taking place, funding for infrastructure has been one of the most affected areas and it is likely that this trend continues. Ageing facilities and equipment will necessarily trigger increasing costs for institutions and deteriorate teaching and research environments. It is therefore of crucial importance for the financial sustainability of Europe’s universities that, in addition to national funding schemes, the future European funding programmes, in particular the Horizon 2020 programme currently being negotiated at EU-level in the “trilogue” negotiations, provide funding rules that cover the costs for university research infrastructure in an adequate way. EUA understands that an important element of the trilogue discussions next week are the proposed “guidelines” circulated by the European Commission on how to cover costs for infrastructure in their proposed flat rate model. Taking account of the costs for infrastructure is indeed an important issue for the financial sustainability and competitiveness of Europe’s universities. Read more...

EUA Annual Report 2012 now available

http://www.eua.be/images/logo.jpgEUA’s Annual Report 2012 is now available on the EUA website. The online publication gives an overview of all EUA’s activities, including policy work, projects and events, together with a breakdown of EUA’s governing bodies, financial statements and membership development in 2012.
The report outlines EUA’s policy and advocacy work on key issues related to the main thematic areas of EUA’s work: learning and teaching; research and innovation; quality management; governance, autonomy and funding; and internationalisation. It also presents an overview of the different EUA projects and thematic events, which provide opportunities for members to exchange experiences and best practices, and of the different areas of EUA’s policy work.
Together with the EUA Council for Doctoral Education and the Institutional Evaluation Programme, these services are designed to enable members to take part in activities that correspond to their own specific interests and needs.

Report from the Fifth European University-Business Forum

Organised by the European Commission’s Directorate-General for Education and Culture, the fifth edition of the University-Business Forum focused on the theme “University-Business Cooperation: Strategic partnerships for Innovation and Growth; From dialogue to Partnership”. The U-B Forum featured high-level plenary sessions with representatives from business and higher education, DG Education and Culture, policy makers and other stakeholders.
EUA President, Professor Maria Helena Nazaré, represented EUA during the initial round table on 4 June which set the scene for the subsequent discussions. Key benefits of university-business collaboration were highlighted and pro-active attitudes were recommended. All the round table panellists agreed that talent was key for innovation and that universities must be considered by companies as another part of their value chain. Professor Nazaré highlighted that business and society at large should take account of the transformations that many universities are incurring to develop more and better university-business collaboration. Based on evidence gathered by EUA she highlighted that “academic and non-academic leaders involved in long-standing collaborative research initiatives show that universities can make compatible their core missions (i.e. excellence in academic research) and successful long-term collaborative research activities with the adequate institutional leadership, support services and public funding”. Recalling the EUA statement addressed to heads of state and government in November last year she also said that “increased investment in higher education and research to mobilise the potential and capacities of present and next generations of young people is the ‘sine qua non’ for Europe to exit the economic crisis and achieve future prosperity”. Les labels européens des langues sont remis lors d'un concours annuel organisé par la Commission européenne et les agences nationales dans chacun des 33 pays de l'Europe de l'éducation.

What makes a NEET?

NEETS - young people aged between 15 and 29 years old who are not in employment, education or training - are a potential problem both for society and for themselves. The proportion of young people neither working nor studying offers an insight into how well economies manage the transition between school and work – better than youth unemployment rates, which do not take into account the numbers in education. It's especially illuminating when the figures are broken down into those who are still looking for work ("unemployed") and those who have dropped out of the labour market altogether ("inactive"). Particularly worrying are those in the very youngest age bracket – aged 15 to 19 – who may not have completed their secondary education and are disproportionately likely not even to be seeking work. There’s a risk they may never catch up with their better educated peers.
So what makes a NEET? And what can governments do to make sure young people successfully make the transition from education into work? The latest edition of Education Indicators in Focus suggests that there are several intertwined factors. Read more...

“We will offer learner-centred MOOCs built on European values like equity, quality, and diversity”

http://www.elearningeuropa.info/sites/default/files/elearning_papers.pngFred Mulder talks to us about OpenupEd, the first Pan-European multilingual MOOC initiative, "We started OpenupEd to offer a good alternative to US-based MOOCs by putting the learner rather than the teacher at the centre and by delivering quality learning materials in a wide variety of languages". Dr. Fred Mulder, UNESCO Chair holder in Open Educational Resources (OER) at the Open Universiteit in the Netherlands and former Rector of OUNL, is leading the recently launched OpenupEd, the first Pan-European multilingual MOOC initiative.
What is different about OpenupEd, as opposed to FutureLearn or Spanish Miríada?

We started OpenupEd to offer a good alternative to US-based MOOCs by putting the learner rather than the teacher at the centre and by delivering quality learning materials in a wide variety of languages. We have included many European countries and also some countries outside Europe, such as Russia, Turkey, Israel and we are open to universities in other countries to join, for which we have received quite some interest already. This initiative is not revenue driven but rooted in the public domain. Moreover, it is deliberately decentralized towards institutions, and has a European flavour building on values like equity, quality, and diversity.
Does OpenupEd provide a platform to run different MOOCs? How many courses are already available?
We don’t have a central platform, the courses run on the institutions platforms that are already in place. We do have a central portal, however, which provides information about the current 61 MOOCs, the common features that hold for those courses, the institutions that provide them, the languages they are in, as well as links to the platforms where the MOOCs are running.
Does OpenupEd provide any guidelines as how MOOCs should be structured?
The MOOCs have to satisfy eight common features, the most prominent being ‘openness to learners’ and ‘digital openness’, which in its combination is both attractive and distinctive. After the launch of the portal, we received an email from some master students at a prestigious university in Portugal who wanted to explore the possibility of having MOOCs from their university under the OpenupEd initiative. It is interesting seeing students becoming an active stakeholder in favour of MOOCs.
How do you choose the universities?
We started as an initiative from the European Association of Distance Teaching Universities which, among other members, includes all the open universities in Europe. If you are a full member of EADTU you can join without any further quality check. If you are not a full member, we have to make sure that you adopt the above-mentioned eight common features, that you are a recognized institution in your national higher education system, and that the quality of the MOOCs is ensured, as well as that the MOOCs operation will be evaluated and monitored. I would, by the way, certainly encourage other European consortia to get on the move with MOOCs, thereby offering an interesting alternative to participation in edX or Coursera. Website OUNL.

Horizon 2020 update: EUA gives further support to European Parliament’s position on Cost Model

http://www.eua.be/images/logo.jpgAt a press conference on 28 May at the European Parliament convened by Mr Christian Ehler, MEP and Rapporteur on the Horizon 2020 Rules for Participation, EUA joined Mr Ehler in calling for the retaining of a reimbursement model based on the recognition of full costs in Horizon 2020, the next EU framework programme for research and innovation (2014-2020).
Mr Ehler invited EUA and EARTO (European Association of Research and Technology Organisations) to express their views on this key issue in the present “trilogue” discussions (between the European Parliament, Council and the Commission) and in advance of the forthcoming Competitiveness Council (member states) held last week.
Following its input statement on the Rules for Participation, published in 2012, EUA has strongly supported in recent months the European Parliament’s proposal for retaining the option for reimbursement of research costs based on full costing methodologies. The Parliament is the sole institution in the negotiations advocating in addition to a flat rate model a reimbursement option based on full costing methodologies for those universities that are able to identify the full costs of a project. En Europe aussi le chômage augmente

Après les statistiques françaises de l’inscription à Pôle emploi parues hier (voir Plus de 5 millions de personnes inscrites à Pôle emploi à la recherche active d’un emploi), c’est au tour d’Eurostat de publier ses chiffres de la situation fin avril (avec correction des variations saisonnières). Stable dans l’Union à 27 à 10%, le taux de chômage l’est aussi en France à 11%, alors qu’il croît de 0,1% dans la zone Euro  pour atteindre 12,1%. Pour les jeunes le taux est aussi en hausse de 0.1% pour atteindre 23.5% dans l’Union à 27 et 24.4% dans la zone Euro, restant stable en France à 26.5%. Suite de l'article...

Making the most of EU structural and investment funding to support local economic growth

From 2014 to 2020, the EU Structural and Investment Funds will bring together different strands of EU funding to support a programme focussed on local economic growth. L'Europe s'engage en France

http://www.pole-emploi.org/image/media/corporate/logo-pole-emploi.gifLa Semaine de l’Europe c’est les 9 et 10 mai 2013! L’occasion de revenir sur le Fonds Social Européen, dit plus communément FSE. Quels en sont les enjeux et quelles sont les actions menées conjointement avec Pôle emploi? Décryptage. Chaque année, le Fonds social européen (FSE) contribue à améliorer la qualité de vie de millions d'Européens en leur permettant d'acquérir de nouvelles compétences et de trouver de meilleurs emplois. Il concourt ainsi à la mise en œuvre de la stratégie européenne pour l'emploi.
Soutenir l'emploi
La stratégie et le budget du FSE sont négociés et décidés entre les États membres de l'Union Européenne, le Parlement européen et la Commission européenne.Ces négociation aboutissent  à la mise en place de programmes opérationnels d'une durée de sept ans. Ces programmes opérationnels sont ensuite mis en œuvre par un large éventail d'organismes des secteurs publics et privés. Parmi ces organismes figure Pôle emploi. Au début de chaque programmation, un Programme Opérationnel National établit le diagnostic de la situation, précise les stratégies à suivre pour promouvoir le développement économique et social de chaque région. Dans le cadre de l’axe d’intervention 2 « Améliorer l’accès à l’emploi des demandeurs d’emploi » du Programme Opérationnel « Compétitivité régionale et emploi » 2007/2013, Pôle emploi reçoit près de 30 millions d’euros pour l’ensemble des régions afin de favoriser le retour à l’emploi des personnes en situation de chômage de longue durée, indemnisées ou non. Ce sont potentiellement 100 000 demandeurs d'emploi par an qui bénéficieront de ces actions d’accompagnement cofinancées par le FSE.
Concrètement, quelles actions mènent Pôle emploi?
La contribution du FSE, en complémentarité du financement de l’Etat, s’inscrit dans l’offre de service de Pôle emploi qui s’adapte au regard des besoins qui évoluent. Aussi, l’objectif de Pôle emploi est de proposer un accompagnement renforcé aux demandeurs d'emploi très éloignés de l’emploi et fragilisés par des périodes de chômage récurrentes.
  • Objectif emploi: un accompagnement intensif de 3 mois pour les personnes ayant déjà un projet professionnel établi
  • Mobilisation vers l’emploi: une prestation de 6 mois pour les demandeurs d’emploi rencontrant des difficultés personnelles (santé, hébergement, endettement…)
  • Trajectoire vers l’emploi: un accompagnement renforcé de 6 mois pour les demandeurs d’emploi de longue durée

Ces actions se concrétisent par des partenariats, des manifestations… Autant d’opérations qui permettent de  développer les prestations d’accompagnement des demandeurs d’emploi les plus éloignés de l’emploi. 
Une collaboration étroite avec les acteurs de l’emploi  
Le cofinancement FSE permet à Pôle emploi de déployer son expertise et d’affecter ses effectifs sur plusieurs dispositifs. Aussi, par le biais de partenariats avec les Conseils généraux, Pôle emploi affecte environ 115 conseillers sur le dispositif Revenu de Solidarité Active (RSA), ou encore, 75 conseillers sur le dispositif des Plan Locaux d’Insertion par l’Economique (PLIE). Le FSE permet également de développer des manifestations autour de l’emploi, favorisant ainsi la rencontre entre demandeurs d’emploi et employeurs…  
Le Forum emploi Euro Métropole en Nord-Pas-de-Calais
- Salon régional Cadres « Cadr’event » en Pays de la Loire
… Mais aussi le cofinancement d’opérations dédiées à certains publics spécifiques. A titre d’exemple:
- Projet d’accompagnement Cap Vers l’Entreprise de jeunes demandeurs d'emploi (Basse Normandie)
- Accompagner les femmes en recherche d’emploi ou de formation avec le dispositif d’Accompagnement Vers l’Emploi (DAVE) (Bretagne, Morlaix)
- Favoriser le placement des personnes handicapées en partenariat avec les entreprises dans le cadre de Programme Régional d’Insertion des Travailleurs Handicapés (Limousin)
- Accompagner les jeunes sortis du système universitaire diplômés ou non vers un emploi durable et promouvoir leur profil auprès des employeurs (Dispositif Jeunes diplômés) (Limousin)
- Renforcer la présence et l'action de Pôle emploi dans les quartiers sensibles et les zones définies dans le périmètre du Contrat Urbain de Cohésion Sociale dans le cadre de l’accompagnement FSE ZUS (Limousin)
- Plateforme Cap Vers l'Entreprise accompagnement renforcé (Pays de la Loire)
- Projet " mixité des emplois sur la zone de l'étang de Berre" avec l'AFPA en PACA
- Une action "retour à l'emploi des seniors" (PACA).
