C’est le dossier auquel s’est attelé le Conseil d’Orientation pour l’Emploi qui, depuis 2005 étudie les causes du chômage et le fonctionnement du marché du travail. Sa présidente Marie-Claire Carrère-Gée explique dans un entretien avec Emploiparlonsnet que si « l’évolution est bonne, il ne faut absolument pas oublier de commencer à réguler ce marché ». Dans une première partie, le COE se livre à une très longue analyse de la manière dont le marché du travail s’est retrouvé en quelques petites années sur Internet. La messe est dite. Rien ne sert de vouloir contrecarrer l’évolution, l’offre d’emploi se cherche aujourd’hui presqu’entièrement sur Internet, pas ailleurs.
