Although it is still a proposal, the American "Federal Research Public Access Act" is creating some discussion, including this article that enthuses, "One of the greatest events in the history of Open Access may have just happened." This is certainly an overstatement, though the act - which would require open access to academic papers funded by large U.S. granting agencies - would certainly have an impact. D'Arcy Norman explains, "There is no need for CAREO (or its ilk) anymore. Other solutions have evolved and surpassed what we came up with as a prototype Learning Object Repository. If I was to start an organizational/institutional/regional repository of resources, I'd just use a copy of Drupal. Yes. Drupal. It provides every feature that CAREO does/did, and many many more that we would have never had time to implement." I have used Drupal; I wrote the themes and CSS for OurMedia in it. Worth noting, as Arthur Sale says, "the vast majority of academics (85%+) are non-participants and will seize any excuse however spurious to avoid doing any extra work."
