Some pretty straightforward advice that would cost almost nothing to implement and would greatly increase access. "The government should mandate an open access model that would require that all taxpayer-funded research be made available to the public at no charge... Ottawa could also amend the legal deposit program... by expanding the program's requirements to also include a digital copy... Crown copyright should be dropped." As Scott Wilson observes, "It essentially patents the idea of doing any kind of community-oriented knowledge management involving filesharing and forums involving one or more experts." Michael Feldstein opines about the recent debate between Blackboard's Matthew Small and the Free Software Foundation's Eben Moglen's (see the coverage from Seb Schmoller about the Blackboard patent and lawsuit. Feldstein is unhappy. "Some audience members were offended by Moglen," he writes, "describing him variously as 'a bully', 'a pimple', and 'our side's version of Rush Limbaugh'." Maybe so. But when you launch a war you need to expect to sometimes be attacked. And make no mistake about it, Blackboard launched a war. Mattyhew Small may be good at making people like Michael Feldstein feel sorry for him, but it's all tactic, not reality. What are the goals and objectives of the post-secondary system in Canada? According to a report just released by the Canadian Council on Learning, they are as follows:

1. A skilled and adaptable workforce to meet the human resource needs of the country
2. Capacity for innovation, knowledge creation, and knowledge transfer
3. Active, healthy citizenry
4. Quality PSE and training
5. Access for all Canadians
6. Participation and success of under-represented groups
7. Lifelong learning
8. Affordable and sustainable PSE and training

As an observer I find it remarkable that 'workforce' and 'human resource needs' are so high on the list, though I do note that they mention 'access' and 'health' - no mention of fulfillment and happiness, though. More...

Université - Licence

Après le bac, la majorité des étudiants intègrent l'université. En effet, loin des classes préparatoires et des grandes écoles, les facs françaises proposent un éventail de choix de formations extrêmement fourni. On peut déjà choisir entre une licence généraliste et une licence professionnelle, comme notamment l'IUP (institut universitaire professionnalisé). Ensuite, les domaines sont très vastes. Dans le domaine du commerce, vous pouvez choisir une licence d'économie, une licence de communication, une licence de marketing, une licence gestion ou encore la fameuse licence AES d'administration économique et sociale. Mais on peut également intégrer une fac de droit, ou se pencher plutôt sur les sciences humaines en faisant une licence d'histoire, une licence de sociologie ou encore une licence de psychologie. Les universités n’auront pas à communiquer leurs critères d’admission aux syndicats étudiants

Une université est libre de refuser de communiquer aux syndicats étudiants les critères d’examen des dossiers des candidats sur Parcoursup. C’est ce qu’a décidé le Conseil d’État, rejetant ainsi une demande du syndicat étudiant Unef, dans une décision rendue mardi 11 juin. Il annule donc le jugement du tribunal administratif de Guadeloupe qui avait en février dernier «enjoint» à l’université des Antilles de publier les algorithmes locaux utilisés par l’établissement pour classer, à travers Parcoursup, les candidats à ses licences. L’Institut du monde arabe créé un «certificat international de maîtrise en arabe»

L’Institut du monde arabe (IMA) a annoncé ce lundi le lancement d’un certificat en arabe internationalement reconnu, sur le modèle du TOEFL en anglais, destiné à attester d’un niveau de maîtrise de cette langue. «L’arabe est la cinquième langue la plus pratiquée dans le monde et il n’existe pas jusqu’à présent de certificat international, outil indispensable pour améliorer et développer son enseignement».
