MOOCs: The Future is Now

Did you ever notice that when a new technology comes along, it is already pretty widely in use by the time "they"  (those mythical decision makers) decide that it has the potential to change things? It's like not being able to see the forest for the trees.
Think of personal computers, smart phones, tablets, and so on. Each technology was heralded as a potential game-changer long after it had become ingrained in society. I suspect that's because new technologies are readily adopted by the masses, who quickly determine their worth, and figure out on their own how best to use and adapt them. It's only then that the tech "visionaries" see the potential and deem them "the next big thing."

Debunking Persistent Myths About the Higher Education Marketplace

Changing needs and marketplaces have created myriad conversations around the question: What should we do next? Unfortunately, answering this question is never easy, but persistent myths about the marketplace have made answering it even more difficult. At the risk of offending or over simplifying, I want to briefly explore and debunk a dozen or so myths that are unnecessarily confounding and distracting today’s decision makers.
Myth: As soon as the economy improves everything will return to normal
Reality: The economy has not created many of the problems facing higher education. Rather, it has exacerbated problems and issues that have long been in play. A critical challenge, one that is fraught with tough decisions, is the need to align mission and vision with a declining resource base.
Myth: The basic pricing model of higher education is sound
Reality: Skyrocketing student debt, more students defaulting on debt, more students deferring college, and more students seeking lower cost alternatives suggest that the basic pricing model is broken. The cost of going to college is the single biggest challenge facing higher education.
Myth: There are plenty of traditional-age students to go around
Realty: Currently, only 20% of high school students plan to go to college full-time and live in a dorm and this percentage continues to go down. The elite universities and liberal arts colleges with deep pockets and strong brands will always have an adequate share of these students, but lesser known and lesser quality schools will find themselves scrambling even more for students in the future than they are now.  (For an excellent assessment of these “colleges in the middle” take a look at The Chronicle’s The College of 2020: Students. Myth: If we offer more programs we will attract more students
Reality: The word “more” is one of two words that are bankrupting higher education. The other word is “better.” When resources are relatively constant, increasing the number of programs actually reduces quality. Most schools don’t need more programs. What they need are fewer, stronger programs that are in demand. Mission creep and Carnegie climb have imperiled much of higher ed.
Myth: It is important to be unique
Reality: Rather than unique, focus on being compelling. In other words, what is it about you that really attracts students and donors?
Myth: Being good is good enough
Realty: Being good is good. In fact, most colleges are very good. But being good at something that prospective students find compelling is, well, great. Think blue oceans (Blue Ocean Strategy: Kim and Mauborgne. Think “onliest” (Zag: Neumeier).
Myth: To be a credible college, we need to have the same basic programs as our competitors
Reality: Definitely not. While most colleges need some basic courses to fulfill their education mission, all colleges need a significant number of programs that are compellingly different from their competitors. If more than 70% of the programs you offer are offered by your top competitors, then you have missed a significant opportunity.
Myth: Because we are a private, we can charge more for our online programs
Reality: In most cases, online students choose a school based on a couple of key variables including cost and convenience. Privates who insist on pricing their programs above those of their public school competitors because they believe their programs are of higher quality will meet significant marketplace resistance.
Myth: To improve retention, all we have to do is fix freshman academic advising
Reality: Advising is part of the retention equation, but a bigger part is a correct match between the institution and the student. Many admissions offices are under enormous pressure to just get the class, and there is sometimes less attention being paid to the idea of student fit. Even as overall enrollments go up (especially when factoring in adult and part-time students), the percentage of students who complete a degree continues to go down.
Myth: People in the U.S. generally consider college to be a good investment
Reality: An investment is measured by the relationship between initial cost and return. And while it is clear that people with a college degree have significantly greater earnings than do people without a college degree, it is less clear if more expensive colleges offer better employment prospects and earning potential than less expensive schools. All things considered, students who enter the job market with less debt, or who paid less in tuition, will have a significantly different perspective on whether or not college was a good investment than students who paid more or who have greater debt.
Myth: The college admission team is responsible for enrolling the class
Reality: Actually, it takes a village to enroll the class. In most cases, the decision to attend rests on a small set of variables including the visit experience, the major, fit, and net cost after aid. Even the most talented admissions team in the country won’t be successful if your academic programs are not in demand, if you cost too much, or if the campus doesn’t show well.
Myth: More advertising will build enrollment
Reality: Great advertising will help, to a point, especially when married to other communication including social media, direct, brand, etc. However, advertising never generates demand. Rather it builds awareness of the programs you have in place. The programs must be marketable.

To MOOC or not to MOOC: A student's take on the growing trend

After reading an article in the Winston-Salem Journal regarding Wake Forest University (N.C.) not being ready to enter the world of free online courses, it got me wondering, is it worth the while for a college student to be enroll in this type of course?
In case you aren’t already familiar, massive open online courses, or MOOCs, are online courses that schools are now offering through a service called Coursera, a partnership with different universities to offer free courses to the public. Coursera started with started out with just Michigan, Princeton, Stanford, and the University of Pennsylvania. Now, other schools involved include California Institute of Technology; Duke; Georgia Institute of Technology; Johns Hopkins University (Md.); Rice University (Texas); the University of California, San Francisco; the University of Illinois, Urbana-Champaign; the University of Washington; and the University of Virginia. Also involved are international institutions like the University of Edinburgh in Scotland, the University of Toronto, and EPF Lausanne in Switzerland.
I think this is a great way for older, retired people to have the chance to further their education during their spare time or even as a hobby. It also allows many international students to further their education. According to the New York Times, 160,000 students from 190 countries enrolled after Stanford University offered a free online course on artificial intelligence a year ago. Since then, the number of Coursera registrations have sky rocketed to 680,000 (though a large number have since dropped out).
As a college student, I am happy to see anyone that wants to pursue higher education get the opportunity to do so. At the same time, with the job market becoming slim (one third of college graduates are taking jobs that were once held by people with less or no education according to the Bureau of Labor), more people taking these courses is not going to change the student’s chance in the job market, as they are not worth credits. Once you complete a course, you do not get a degree or credit, but a “statement of accomplishment.” You cannot take that with you to a job interview and expect to get the same results as someone with the formal, four year college education. Until these courses hold some type of value to employers, they are nothing more than a more advance version of the For Dummies books.
And if they did hold value, they would not be free. Case and point, the University of Washington is offering a different version of Coursera—with more work—and the students have to work with an instructor, according to David P. Szatmary, the provost of University of Washington. And this once free service will no longer be free, but a little less than the similar programs offered at the school already, which range from $2,500 to $4,000, as stated in an article posted by Inside Hire Ed. Also, those students will have to enroll into the university to get the credits.
Another issue I have with MOOCs is that there is no face-to-face interaction. The classroom helps teach interpersonal skills and molds students into better functioning members of our society. If students do all of their learning behind a computer screen, they will not learn the necessary skills for being in a working environment, even if they are learning what is intended to be taught in the lecture.
Being in a full classroom and speaking your mind in front of classmates also builds confidence that will be necessary when selling yourself to a potential employer. Plus, in a MOOC, you cannot interact with fellow classmates. A professor can be the best teacher and know what they are talking about, but this may not be enough to allow all students to absorb the information. Often after class is the time when other students share their personal experience of not understanding, share notes, and aid one another in a way a professor could never do. I also think study groups, where students share their study methods and help their peers understand a concept are an integral part of the classroom experience that is missing in online coursework.
I do, however, think MOOCs can be helpful for some areas of studies over others. Test scores for science and math can be easy to determine because the answer is usually black and white. But for humanities courses, where the work is subjective, a computer cannot say that a paper is an A-worthy or D-worthy (acccording to the New York Times, this type of work is graded using a peer-to-peer style of grading, where in order to get a grade for your paper, you have to have five other students willing to look over your work).
Again, MOOCs are great for those who have the free time and want to pick up a second trade or a hobby and do not want to go back to school, or for someone who does not have time to attend a traditional university and is thinking about entering a new field. Other than that, I see no true value in taking courses that an employer will not take seriously. Though these students may be equal as far as knowledge goes, their schooling method likely suggests otherwise.

'Dedicated point of contact' for your immigration needs

By David Matthews. The Home Office has announced it will pilot a scheme that gives universities access to a range of immigration services.
It said that the sector will now have a "dedicated point of contact" within the UK Border Agency after receiving feedback from the sector on the issue.
Universities will also have the opportunity to attend training events on compliance with immigration rules and how to maintain highly trusted sponsor status, which allows them to bring in students from outside the European Union.
The UKBA will also give institutions the ability to rapidly check whether students are eligible to come to the UK, and a monthly report on how many take up a particular university's visa sponsorship.
Damian Green, minister for immigration, said: "British universities are among the greatest in the world - and we want to continue helping them to recruit the brightest and the best students from overseas.
"We have listened to feedback from the sector and acted, which is why we are bringing forward these improvements.
"At the same time we are committed to radically reforming the student visa system to weed out abuse and protect the UK from those looking to play the system."
If the pilot proves successful, the services could be rolled out to other higher education providers.
The Home Office and UKBA have come in for stern criticism from universities worried that a visa clampdown is damaging the UK's reputation abroad among genuine overseas students.
But the Home Office is concerned that many students are using the visa route to come to the UK for economic reasons.
Carolyn Bartlett, head of student migration policy at the Home Office, said in June that a pilot scheme of interviews for overseas students had raised questions over the "genuineness" of 17 per cent of applicants coming to study at UK universities.
The following month, the Home Office announced new powers that allow border staff to turn away students if they doubt they are genuinely coming to the UK for academic reasons.

Can the International Baccalaureate improve English education?

The European Survey of Language Competences found last week that English pupils are among the worst in Europe at foreign languages. “For England, an international trading nation, to lie at the bottom of a league of language competence is economically and socially dangerous,” said the Schools Minister, Nick Gibb.
Reports that Education Secretary Michael Gove is considering a return to an O-level-type exam in an attempt to raise standards, the establishment of single boards to avoid grade inflation in core subjects, and the setting up of a review of A-level syllabuses in English, science and maths by leading universities reinforce the sense of unease at the present state of English education. The Telegraph’s Make Britain Count campaign (see Weekend’s front pages) has already called attention to the deficiencies in maths and science teaching in this country.
Yesterday, students of the International Baccalaureate Diploma Programme, offered by more than 200 schools in England as an alternative to A-level, got their results, along with thousands of other students across the northern hemisphere. The pass mark, and the number of those reaching it, is likely to be the same, within one to two percentage points, as it has been since the exam began in 1970. Run by an organisation based in Geneva, the exam is subject to no political pressure and exists for the convenience of the large numbers of people working abroad whose children need a qualification accepted by universities worldwide.
The Diploma Programme’s syllabus might have been invented with Mr Gove’s ideas in mind. As with A-level, all candidates can choose three subjects in six compulsory domains to study at “higher” level; but they must also choose three more subjects from the other three domains to study at “standard” level. Thus, a science-based candidate might choose to do, say, chemistry, biology and maths at higher level. But he or she would also have to do English, a foreign language and a subject such as history at standard level. For an arts-based candidate, the situation would be reversed — there would be no escaping standard-level maths or a science. No candidate, in other words, can avoid doing a core subject up to the age of 18.
The IB regards languages as core subjects. It believes study of your native language teaches you to speak and write precisely, clearly and sensitively; and that it’s important to continue it beyond 16 so that you can learn to express the more complex ways in which you see the world. Plagiarism controversy raises questions over academic integrity

Controversy over plagiarism in the PhD thesis of Supachai Lorlowhakarn, director of Thailand’s National Innovation Agency, or NIA, has highlighted concerns over academic integrity and a widespread culture of plagiarism. Bangkok’s Chulalongkorn University revoked the PhD – for the first time in the institution’s history.
On 21 June 2012, after a year-long investigation, the Chulalongkorn University council withdraw Supachai’s PhD in science, in a move that stunned the academic community in Thailand.
In response, Supachai threatened to file a lawsuit against Chulalongkorn’s executive board and the council for abuse of power. He insisted that he had ownership rights to the disputed research used in the PhD, as he was the main author of the work.
The investigation came after Thailand-based agricultural researcher, Wyn Ellis, claimed that Supachai had plagiarised most of his research, word for word, for his thesis.

Pour Geneviève Fioraso, "le classement de Shangaï n'est pas adapté aux critères européens"

Le classement de Shanghaï des universités mondiales confirme la suprématie des facultés américaines, loin devant les pays européens. Entretien avec Geneviève Fioraso, ministre de l'Enseignement supérieur, qui dénonce un outil réducteur.
Les résultats du classement des universités de Shanghaï publié par l’université de Jiao Tong ont été publiés le 14 août et ne contiennent pas vraiment de surprise. Le premier établissement universitaire français se place au 37e rang du Top 500. Publié depuis 2003, ce classement mondial est aussi attendu que critiqué, en raison de ses critères jugés trop partiels aux yeux des Français et des Européens.
Au total, 20 universités françaises se classent dans le Top 500, qui comprend notamment 150 établissements américains, 42 chinois, 38 britanniques et 37 allemands. Le quatuor de tête est inchangé, composé des universités américaines de Harvard, Standford, du Massachussetts Institute of Technology (MIT) et de Berkeley.
La ministre de l’Enseignement supérieur,Geneviève Fioraso, revient pour FRANCE 24 sur les résultats de ce classement.
Que pensez-vous du classement de Shanghaï?
Geneviève Fioraso :
Il est d’une stabilité assez remarquable. Mise à part l’émergence de quelques universités chinoises, les universités américaines tiennent comme d’habitude la tête du classement et les universités européennes sont à la traîne. Il y a uand même quelques bonnes nouvelles avec l'entrée de Lille-I dans le Top 500 et la progression de l'université Joseph-Fourier de Grenoble-I. L’université d’Aix-Marseille conserve la très bonne place qu’elle a acquise l’année dernière.
Ce classement n’est pas adapté à nos critères européens et ne permet pas de mettre en avant l’excellence de nos universités européennes. Des universités comme celle de Heidelberg en Allemagne, de Bologne en Italie ou de la Sorbonne en France n’ont pas la place qu’elles méritent. Nous n’avons pas à rougir de notre niveau d’enseignement car il est très bon. Les critères d’évaluation du classement chinois répondent à une logique anglo-saxonne, qui n’est pas dans notre culture. Le palmarès ne tient pas compte de la qualité de l’enseignement ni de la formation et privilégie les sciences exactes au détriment des sciences humaines, ce qui est une aberration. L’étude ne tient pas non plus compte du nombre d’étudiants inscrits, du taux de réussite, du transfert de technologie ni de l’ancrage de l’université sur son territoire, qui constitue, via ses partenariats, une véritable richesse régionale. Enfin, le plus important, le critère de la recherche, qui occupe une place considérable dans le classement de Shanghaï, n’est pas pertinent pour notre système français où les organismes de recherche sont souvent indépendants.
Les Européens vont-ils lancer leur propre classement?
G. F. :
Nous travaillons actuellement sur la mise en place d’un outil multicritère, le U-Multirank. L’Allemagne a déjà engagé un travail important dans ce sens, elle est suivie de près par les Italiens, les Espagnols et les Français mais nous sommes beaucoup trop lents. Nous souhaitons valoriser les points forts de l’enseignement européen pour jouir d’une bonne image dans le monde entier et attirer ainsi les bons éléments de l’étranger. Mais pas seulement. Il ne faut pas non plus être obsédé par les classements. Le U-Multirank a également pour but d’aider les étudiants et les professeurs à mieux choisir leur université en fonction de leurs attentes. C’est un outil d’orientation qui nous fait actuellement défaut. Nous allons tout faire pour qu’il soit opérationnel en 2013. Mes homologues européens et moi-même sommes déterminés à le mettre en place rapidement. Seuls nos voisins britanniques semblent plus réticents car leur système universitaire répond davantage aux critères du classement de Shanghaï. Ce projet ne peut vivre qu’à l’échelle européenne, il est important que nous nous mettions tous rapidement d’accord. Nous nous sommes déjà rencontrés deux fois et nous nous voyons à nouveau en septembre. Il faut aussi que nos députés européens nous suivent sur ce projet. Une fois le projet validé, nous nommerons un groupe d’experts européens qui sera en charge de piloter le projet. C’est un système très facile à mettre en place car nous avons déjà un groupe de travail qui planche sur la question. C’est un sujet important car l’enseignement supérieur est un levier de la croissance.
Le classement de Shanghaï permet tout de même de pointer les failles de notre système. Que faut-il améliorer?
G. F. :
Le U-Multirank sera un outil précieux pour analyser correctement nos points forts et nos faiblesses. Si nous pouvons être fiers de nos universités, on sait aussi qu’il y a un certain nombre de priorités sur lesquelles nous devons travailler. J’ai défini trois grandes priorités: former davantage de jeunes, augmenter le taux de réussite des étudiants du premier cycle et améliorer la qualité de vie des étudiants. Il faut également réformer la formation de nos professeurs en innovant sur la pédagogie. Il reste également à valoriser la recherche technologique et fondamentale, trop souvent obligée de courir après les crédits. Nous avons d’excellents chercheurs en France, mais leur travail n’est pas visible à l’échelle internationale. Nous avons un vrai travail en profondeur à mener. Une fois que j’aurai fait tout cela pendant la durée de mon mandat, je pourrai dire que j’aurai bien travaillé.

La VAE, qu'est-ce que c'est ?

    * Un droit individuel qui vous permet d’obtenir un diplôme, un titre, un certificat de qualification professionnelle.
    * Une reconnaissance officielle de l’expérience acquise par le travail: cette expérience est vérifiée, évaluée, et validée.
    * Une possibilité d'obtenir un diplôme qui aura la même valeur que celui obtenu par formation.
Mais attention la VAE n’est pas une conversion automatique de l’expérience en diplôme!

    * Bénévole (activité exercée volontairement et gratuitement)
    * Exercée à l’étranger à condition de pouvoir la justifier.
A savoir: pour que les activités bénévoles soient prises en compte, vous devez demander une attestation à la ou les association(s) dans la quelle vous les avez exercées.
Ne compte pas dans la durée d’expérience
    * Les périodes de formation initiale ou continue.
    * Les stages et périodes en milieu professionnel accomplis pour la préparation d’un diplôme (par exemple le contrat d’apprentissage).
Quelle durée d’expérience
L’expérience doit avoir une durée cumulée de trois ans minimum, mais les activités peuvent avoir été exercées

Pour certains diplômes, la durée exigée peut être plus longue, ou se comptabiliser en nombre d’heures (se renseigner dans les Points Relais Conseil ou auprès de l’organisme compétent).
Quel diplôme viser
L’ensemble des diplômes, titres et certificats de qualification enregistrés dans le Répertoire national des certifications professionnelles.
Pourront ainsi être obtenus par la validation de l’expérience:
    * Un diplôme ou titre professionnel délivré par l’Etat
    * Un diplôme délivré au nom de l’Etat, par un établissement d’enseignement supérieur
    * Le titre d’un organisme de formation consulaire ou privé
    * Un certificat de qualification professionnelle, dès lors qu’ils sont inscrits dans le Répertoire national et que le règlement d’obtention ne l’interdit pas (notamment pour des raisons liées à la santé, à la sécurité ou à la défense nationale).

Validation of Acquired Experience is:
* An individual right that allows you to get a degree, a title, a certificate of qualification.
* An official recognition of the experience gained through work experience is verified, evaluated, and validated.
* An opportunity to get a degree that has the same value as that obtained by training.

But beware the VAE is not an automatic conversion experience degree!

That allows you VAE

* Obtain all or part of a diploma, professional title or certificate of qualification, if you have all the skills required by the framework of the diploma.

Conçu comme un support de communication et d’échange multi-acteurs, ce site, véritable outil au service des acteurs de la formation supérieure de la recherche et de la diffusion de la culture scientifique technique et industrielle, souhaite contribuer au rapprochement de la formation, de l’insertion, de la recherche et du développement.
Voulu par l’Etat, la Collectivité Territoriale de Corse et par l’Union Européenne, ce site est l’expression d’une stratégie collective visant à privilégier la coopération entre recherche, innovation, formation et diffusion de la culture scientifique au bénéfice du plus grand nombre.

L’objectif de ce comité est de constituer un lieu par excellence où le débat d’idées, l’échange et la mise en commun des savoirs restent possibles et recherchés; une rencontre entre mise en lumière d’un besoin régional par la société civile, et réactivité des réponses apportées par la communauté des chercheurs et des formateurs.
La Formation Professionnelle Continue

La formation professionnelle continue concerne les étudiants ayant interrompu leurs études depuis plus de deux ans. Elle s’adresse généralement à des salariés, à des personnes en congé individuel de formation ou en recherche d’emploi.
Vous pouvez soit bénéficier d’un contrat de professionnalisation:
Ce contrat s’adresse aux jeunes âgés de 16 à 25 ans révolus, aux demandeurs d’emploi âgés de 26 ans et plus et aux bénéficiaires de certaines allocations ou contrats.
Son objectif est de leur permettre d’acquérir une qualification professionnelle et de favoriser leur insertion ou réinsertion professionnelle.
Les bénéficiaires âgés de 16 à 25 ans révolus sont rémunérés en pourcentage du SMIC selon leur âge et leur niveau de formation, les salariés âgés de 26 ans et plus perçoivent une rémunération qui ne peut être ni inférieure au SMIC ni à 85% du salaire minimum conventionnel.
Ce contrat ouvre droit pour l’employeur, pour certaines embauches et dans certaines limites, à une exonération de cotisations patronales de sécurité sociale.
Ce dispositif a été ouvert à de nouvelles catégories de bénéficiaires par la loi du 24 novembre 2009.
Les employeurs qui embauchent et forment un demandeur d’emploi, âgé de 26 ans et plus, dans le cadre d’un contrat de professionnalisation peuvent, sous certaines conditions, bénéficier d’une aide spécifique.

La formation professionnelle continue pour adultes a pour objet de:
-favoriser l’insertion ou la réinsertion professionnelle des travailleurs,
-de permettre le maintien dans l’emploi,
-de favoriser le développement de leurs compétences et l’accès aux différents niveaux de la qualification professionnelle,
-de contribuer au développement économique et culturel et à leur promotion sociale.
D’autre part la VAE (Validation des Acquis de l’Expérience) est une mesure permettant à des salariés de faire reconnaître leur expérience professionnelle et de la transformer en un diplôme, un titre ou un certificat de qualification professionnelle. La VAP (Validation des Acquis Professionnelles) permet de poursuivre des études dans l’enseignement supérieur sans avoir les titres ou diplômes requis.

La Formation en Alternance

La formation en alternance fonctionne sur le principe du « contrat en alternance ». C’est un contrat de travail qui combine enseignements professionnels, dispensés par des organismes publics ou privés, et activités professionnelles en entreprise. Accessible aux 16 – 25 ans souhaitant compléter leur formation initiale, le contrat en alternance permet :

L’apprentissage a pour but de donner à des jeunes travailleurs ayant satisfait à l’obligation scolaire une formation générale, théorique et pratique, en vue de l’obtention d’une qualification professionnelle sanctionnée par un diplôme de l’enseignement professionnel ou technologique, un titre d’ingénieur ou un titre répertorié.
Tout jeune âgé de 16 à 25 ans peut entrer en apprentissage, des dérogations à ces limites d’âge sont possibles.
