As a largest transnational minority in Europe, Roma (here used as a generic term, covering also Ashkali and Egyptian communities) experiences very divergent attitudes. Inherent discrimination, struggle for basic human rights such as housing, education and access to health services is a common ground for intense Roma activism across Europe. ECMI Kosovo’s vision is a stable multi-ethnic Kosovo in which the human and minority rights of members from all communities are realised in line with domestic and international standards. With a view to contributing to this vision, ECMI Kosovo engages in a wide range of activities aimed at stabilising inter-ethnic relations and ensuring the effective implementation and functioning of the legal, policy and institutional framework for the protection and promotion of minority rights. ECMI has been operating a Caucasus office based in Tbilisi since 2003 where it works towards building stable and inclusive democracies throughout the region, particularly in Georgia. ECMI Caucasus works to improve the competencies of minority organizations and assists governments in building institutional capacities to develop and implement policies on national minority issues. In particular, ECMI Caucasus works closely with Georgian state agencies – such as the Public Defender, the State Minister for Reintegration, and the Administration of the President – as well as with international organizations and national NGOs to ensure the involvement of national minorities in consultations on state policies affecting minority communities. The ECMI currently operates two regional representation offices which implement action-oriented projects in the field. These are independent offices operated as NGOs and financed by external project funding.
