Cette identité commune remonte au début du siècle dernier : dès 1908, l’université de la République d’Uruguay a institué la participation des étudiants dans les organes de ses collèges tandis que la même année, le premier Congrès international des étudiants américains à Montevideo promouvait cette idée. Un mouvement en faveur de la coparticipation des étudiants prit corps à Cordoba en Argentine et conduisit à une profonde réforme de l’université en 1918. Il fallait rompre avec l’héritage colonial d’universités et d’établissements d’enseignement supérieur dotés d’un pouvoir central fortement hiérarchique. Cet esprit nouveau se diffusa dans les universités d’Amérique latine, donnant naissance à un nouvel espace régional académique. Mais cette vision nouvelle a disparu.
