The lecture will provide a broad introduction to Roma in Europe as an object of policy, with an emphasis on Eastern Europe, where roughly three quarters of Roma in Europe reside. Beginning with a brief look at Roma’s probable origins, the first part of the lecture treats issues related to terminology and relates these to difficulties encountered in measuring Romani populations. The second part of the lecture consists in a rough sketch of policies targeting Roma before 1990, focusing on the assimilationist policies enacted by East European Communist regimes.
