Cedefop > Analysing policy

HomeThe 2002 Copenhagen declaration set up a process of cooperation in vocational education and training (VET) in Europe, involving governments, social partners and EU institutions, in which EU Member States, Norway and candidate countries participate. Since 2004, Cedefop is mandated to report on how countries are progressing towards achieving commonly agreed VET policy goals.
Whereas previous communiqués focused on general short-term objectives for VET (Maastricht, Helsinki, Bordeaux communiqués), in 2010 a long-term vision for VET in 2020 with a commitment to implement a series of actions by 2014 were agreed (Bruges communiqué). Cedefop’s reports, 'Trends in VET policy in Europe 2010-2012: Progress towards the Bruges Communiqué' and ‘Stronger VET for better lives Cedefop’s monitoring report on vocational education and training policies 2010-14' show how these short-term actions have been implemented in EU Member States and candidate countries.
