Open Educational Resources in Poland: Challenges and Opportunities

The Horizon 2010 Report predicted that the time-to-adoption of open educational content is a question of one year or less, whereas the Horizon 2013 Report (K-12 Edition) determined this time as two to three years for secondary education.
