Le rapport annuel 2014 des deux inspections générales a pour la première fois une forme nouvelle puisqu'il est de nature thématique et consacré aux transitions entre ordres d'enseignement au sein de notre système éducatif. Ce rapport consiste à la fois en une synthèse de travaux des inspections générales et une interprétation, à nouveaux frais, de l'évolution qu'il a été possible d'observer dans le traitement des transitions entre les degrés d'enseignement, telles qu'elles existent et qu'elles sont assumées par le système éducatif depuis une quinzaine d'années.
Le nombre maximum d'apprentis par maître d'apprentissage dans le secteur public non industriel et commercial est aligné sur celui du droit commun, à savoir deux apprentis ou 3 si l'un d'eux prolonge son apprentissage suite à un échec à l'examen. Il était jusqu'alors de 2 apprentis maximum, mais une circulaire du 8 avril 2015 avait déjà prévu cet alignement.
Cette modification réglementaire est la conséquence de l'abrogation du décret n° 92‐1258 du 30 novembre 1992 qui fixait par ailleurs un mécanisme d'agrément préfectoral supprimé par la loi n° 2009-1437 du 24 novembre 2009.
