By Paul Kniest. The House Representatives has passed the Higher Education and Research Reform Amendment Bill 2014.
The Bill includes amendments to the Higher Education Support Act (HESA) 2003 and other legislation which if adopted would implement the government’s proposed changes to higher education as announced in the 2014-15 Budget. The Bill is made up of following ten schedules:
- Deregulation, expansion of demand driven system and other measures
- New Commonwealth Scholarship Scheme
- Indexation of HELP debts
- Minimum Repayments for HELP debts
- Research funding and research students
- VET-FEE HELP loans and fee limits
- HECS-HELP benefit
- Indexation amounts
- University name change
- New Zealand citizens. More...
