Publishers launch free journal access for libraries

Changing the Learning Landscape (CLL) seminar series 2014
Following on from last year’s successful CLL programme, the HEA will be running a new series of one-day CPD workshops which begin on 7 March.
Changing the Learning Landscape (CLL) aims to bring about changes in approaches to technology in learning and teaching within higher education institutions.
As part of CLL, the HEA is running a number of one-day workshops to provide a practical introduction to the use of learning technologies for staff working in higher education.
This year’s programme of events will look at the impact of online learning on learning and teaching in HE and be presented by expert speakers. Topics covered will include:
- Bring your own device and mobile learning;
- Using social media with students; linked to;
- Open Educational Practice and MOOCs;
- Flexible and seamless learning;
- Digital literacy;
- Simulations, virtual worlds and augmented reality;
- Challenges of ‘residency’ on the web
The potential impacts of CLL will be on individual teaching practices and students’ learning, on institutional and systemic practice, and on collaboration and partnership across and between universities and colleges.
CLL is a Higher Education Funding Council (HEFCE) funded project being run collaboratively between Jisc, the National Union of Students (NUS), the Association for Learning Technology (ALT), the Leadership Foundation for Higher Education and the HEA.

Universities UK: briefing information on the Data Protection Regulation (DPR)
Universities UK (UUK) has drawn attention to ongoing negotiations regarding the Data Protection Regulation (DPR) which it stresses “represents a major reform of the EU legal framework on the protection of personal data”.
As a regulation, the DPR covers the use of personal data in research and UUK notes that the DPR is rapidly going through the co-decision process. The European Parliament has already adopted its amendments and a Council of the EU position is expected for 6 December, it added.
A spokesperson for the International Unit, Universities UK, explained that it and other UK stakeholders have been voicing their concerns over the amendments consistently, and added that European Parliament’s amendments that have now been adopted could have serious implications for research using personal data, in particular in the area of health.
UUK has been gathering detailed briefing material on the topic for national university associations interested in more information, and invites them to take up this issue in their own national context before the Council of the EU takes its position.

New presidents at Spanish and Croatian Rectors’ Conferences
The Conference of the Rectors of the Spanish Universities (CRUE) has elected a new president. Prof. Manuel José López Pérez, Rector of the University of Zaragoza, succeeds Prof. Adelaida de la Calle, Rector of Málaga University, as President of CRUE.

The 23rd International Conference for Higher Education on the theme of “Globalisation and Integration” will take place in Tel Aviv, Israel, from 16 to 18 March 2014.
The organisers note that the various lectures will aim to “explore derivatives of globalisation and internationalisation, rankings and quality audits, technology impact, academia-government-labour market interface, privatisation and accessibility issues, the role of academia in the quest for peace, acedemia's role in minorities integration and empowerment”.

OECD Publication. ‘Commercialising Public Research: New Trends and Strategies’
The Organisation for Economic Cooperation and Development (OECD) has published a new report “Commercialising Public Research: New Trends and Strategies”.
The report seeks to provide a comprehensive “review of government and institutional level policies aimed at enhancing the transfer and exploitation of public research results” and to compare “performance in OECD countries, universities and public research institutions using both traditional and new indicators”.
