THIRD-LEVEL STUDENTS who become EU citizens during their college course will no longer have to pay punitive levels of college fees, the Minister for Education has announced. Up until now, students who are legally resident in Ireland but whose families come from outside the EU have been mired in a loophole in which they have been able to avail of free primary and secondary education, but have been hit by fees of more than €10,000 per year at third level. By Dick Ahlstrom. Students with Irish or EU passport will not longer have to pay up to €12,000 yearly. Migrant families living in Ireland have won an important educational concession, winning the right to be treated the same as any Irish student entering third level education. The decision by the Department of Education and Skills to regularise fees has been strongly welcomed by the Migrant Rights Centre Ireland and the Union of Student’s in Ireland.
The Centre has waged a two-year campaign to gain this concession, which is one of many changes needed to achieve full parity of access to education. It means that Leaving Cert students legally living in Ireland who have an Irish or EU passport will only pay the standard registration fee, €2,500 this year, rather than the €10,000 to €12,000 paid by international students. Geneviève Fioraso tient à rappeler que les droits d'inscription sont fixés nationalement par arrêté. Pour 2013-2014, ils s'élèvent hors cotisation étudiante à la sécurité sociale, à 183 euros pour une inscription en Licence, 254 euros en Master et 388 euros en Doctorat. La France fait d'ailleurs partie des pays où les droits d'inscription sont les plus faibles. Si les universités disposent de la possibilité de réclamer des droits d'inscription complémentaires, ceux-ci doivent être facultatifs dès l'inscription, correspondre à des prestations clairement identifiées et qui ne relèvent pas du cœur des missions de service public des universités. Cette réglementation a été rappelée aux universités par une circulaire en date du 28 juin 2013.
La ministre tient à souligner la baisse du nombre de cas recensés en 2013, qui témoigne de l'engagement des établissements à y mettre fin ainsi que de l'efficacité des démarches engagées. Depuis 2012, une démarche de dialogue préventif instaurée par le ministère a en effet abouti à un examen méthodique des délibérations des universités sur le sujet et à une quinzaine d'interventions des recteurs auprès des établissements concernés. La ministre a demandé que soit procédé à l'examen rigoureux des informations rendues publiques ce jour. Les recteurs seront saisis pour rappeler à l'ordre les universités qui sortiraient de la légalité. Le cas échéant, l'Etat prendra ses responsabilités pour y mettre fin.
La ministre tient à réaffirmer que le Gouvernement a clairement donné la priorité  à  l'Enseignement  supérieur  et à la Recherche, en augmentant de 2,2% le budget de l'Enseignement supérieur et de la Recherche en 2013, en annonçant 3,6 milliards d'euros pour la recherche et l'université dans le nouveau programme d'investissements d'avenir, en programmant la création de 1 000 postes par an durant le quinquennat, orientés prioritairement sur le premier cycle, en accompagnant, sur le terrain, les universités en difficulté et en augmentant les moyens alloués aux bourses au service de la réussite de tous les étudiants. Par ailleurs, tout l'enjeu de la loi relative à l'enseignement supérieur et à la recherche est de renforcer les moyens sur la réforme du premier cycle avec une priorité, la réussite étudiante et avec un objectif, atteindre 50% de diplômés du supérieur.

By Chris Marshall. THE introduction of fees of up to £9,000 a year has failed to deter applications to Scotland’s universities, new figures show.
Details released yesterday by the University and Colleges Admission Service (Ucas) show a 6.1 per cent increase in applications to Scottish institutions by the 30 June deadline when compared with last year. While there was a modest 1.2 per cent increase in applications from Scots, there was a 13.9 per cent rise in applications from the rest of the UK.
Scottish students and those from elsewhere in the EU are exempt from the cost of tuition, but students from England, Northern Ireland and Wales must pay fees of up to £9,000 a year. The figures show Scotland’s universities appear to have weathered the introduction of higher-rate fees, which were first charged to students in 2012. At this stage of the application cycle last year, the number of people applying to Scottish universities from England was down 5.5 per cent. Read more...

Congress left Washington without keeping the interest rate on student loans from doubling today, soaring from 3.2 percent to 6.4 percent. While that’s bad news for students and their families, it could be worse. Most people don’t borrow in July, and Congress will be back later this summer with time to find a compromise before school starts in the fall. What should be troubling, though, is the failure of the government to deal with interest rates, which should be the easy part of the college affordability problem.
A bigger cause of concern is the constantly rising principal of student loans, not the interest. College costs continue to rise, and students are expected to pay a bigger share of the cost of their education. That means many potential students either are priced out of starting college or forced to leave before acquiring a degree. Read more...
