The project The Aspect of Culture in the Social Inclusion of Ethnic Minorities: Assessing the Cultural Policies of Six Member States of the European Union evaluated the cultural policies introduced in National Action Plans (NAPs) on Social Inclusion under the European Union´s Open Method of Co-ordination (OMC) by six member states (Estonia, Latvia, Czech Republik, Slovak Republic, Slovenia and Sweden) in terms of their impact on promoting social inclusion of ethnic minorities, including Roma/Sinti groups. The table provides a comparative perspective on the legislative measures for exempting national minority political parties from state/federal and/or local parliamentary thresholds in 30 European countries. The analysis reveals a conservative trend across Europe. Exemptions are in place in countries that have traditionally provided protection for national minorities after comprehensive post World War II inter-state settlements involving states and the respective minority kin-states (Italy-Austria and Germany-Denmark, as well as in Switzerland).
