Anfang. Alles begann, wie immer in Deutschland, mit einem Gremienbeschluss: Der Erweiterte Senat der Uni Leipzig hat vor Kurzem die Grundordnung der Hochschule überarbeitet. Und dabei entschieden, in diesem Dokument nicht mehr mit männlichen Berufsbezeichnungen wie "Professor" zu arbeiten. Sondern den Spieß umzudrehen: Fortan steht in der Grundordnung stets die weibliche Form, "Professorin" etwa. Männer sind damit, eine Fußnote regelt das, ebenso gemeint. Mehr...

Ladies First: German Universities Edit Out Gender Bias

This week, the second German university in a month's time decided to banish generic masculine forms of titles like "professor" from all official documents. They will be replaced with the feminine form, a decision that has reignited an old gender equality debate.
The governing body of Germany's Potsdam University ruled this week that the feminine forms of titles like Professor and Research Assistant will become the standard generic reference in official university documents. It was the second university to make such a decision in the last month, but controversy broke out when several news organizations, including this one, began reporting that the feminine form would have to be applied in specific cases, meaning that male professors would have to be called "Herr Professorin" (literally, Mr. female professor). The reports sparked a wave of public ridicule and disapproval. But on Thursday, the university posted a statement to their website, insisting that the appropriate gender-specific titles will continue to be used. Egalité entre les femmes et les hommes

Ce projet de loi sera le premier texte de loi à aborder l’égalité entre les femmes et les hommes dans toutes ses dimensions, le continuum des inégalités appelant la cohérence des réponses: égalité professionnelle, lutte contre la précarité spécifique des femmes, protection des femmes contre les violences, image des femmes dans les médias, parité en politique et dans les responsabilités sociales et professionnelles.
L’article 1er du projet de loi fixe les objectifs et les principes de cette approche intégrée, impliquant l’ensemble des collectivités publiques, et définit les catégories d’actions visant à la prise en compte de l’égalité dans toutes les politiques publiques. Suite de l'article...

Launch of the Gender Equality Index

"The Gender Equality Index shows differences in outcomes between women and men at the individual level in EU Member States (...) This unique measurement tool supports evidence-based policy-making and indicates where political priorities should be shifted to accelerate the process of achieving a gender-equal Europe".

The Gender Equality Index provides a measure of how far or how close a Member State was from achieving gender equality in 2010. The Index scores the EU overall as well as each Member State in six core domains. Read more...

Gender Issues in European Academic Science

Athene Donald's BlogBy Athene Donald. This week has seen me travelling to Vienna and Bratislava for a meeting of the European Research Council’s Scientific Council. Travelling between the two cities along the Danube by fast boat provided a rare treat of a little relaxation fitted into the normally intense work of such a committee meeting. I am still learning the ropes, getting to grips with acronyms (of course) and structures; this was only my second formal meeting of the Council and the ways of Brussels can seem a little mysterious to newcomers. I also attended my first meeting of the Gender Working Group, a group chaired by fellow Council member Isabelle Vernos, who contributed to the recent Nature Special focussing on gender. In her article there she included some ERC statistics and put the case against quotas. There is absolutely no doubt that the ERC takes the issue of gender very seriously and it worries about the statistics surrounding the success rates for women in the various rounds of awards. The figures are not good, as their 2012 Annual Report makes clear. (see data below) Yet the reasons for this are many and complex – and to some extent still unknown. Speaking out – Women academics (not) in the media

Research in Canada has revealed that although women make up a growing proportion of the academy, including in senior positions, men’s voices still outnumber women’s in the media by four to one. Women tops in higher education but still earn less

In OECD countries, younger women have higher attainment rates than younger men in upper secondary and tertiary education. But, despite a larger proportion of women than men having a tertiary education, women’s employment rates and wages are lower than those of similarly qualified men, the Education at a Glance 2013 report notes. Even if tertiary attainment rates in OECD countries have increased in recent years, less than 35% of both men and women attain tertiary education. Read more...

To close the gender gap, make other jobs sexy

By David Kent. When I was in the early stages of my undergraduate degree, I thought long and hard about doing an MBA in combination with science. It seemed to me that the sector was underdeveloped in Canada and good science training was going to be essential to a successful career. I was motivated to go out and create products that were useful for people and make money while doing so. That was circa 2001 and, upon reflection, I believe that my science mentors from 3rd year undergraduate onwards steered me away from the biotech industry repeatedly and uncompromisingly – demonizing such careers as “selling out” or “not real science.” To be fair, I am quite happy with where I ended up and the scientific mentoring I have received along the way has been incredible, but some part of me wonders how much of a demographic shift in science training could be achieved if the impressions left on young minds were different. Gender gap in number of female professors

Universities’ efforts to address gender inequality have been criticised in light of figures showing that just one in 10 professors is a woman at some institutions. Overall, around one in five professors in the UK is female, but statistics obtained by Times Higher Education show that several universities are falling well short of that low benchmark. There were just six women among 77 full-time equivalent professors at Aberystwyth University (7.9 per cent) in 2011-12, according to data provided by the Higher Education Statistics Agency. CNESER: parité H/F impossible

L’article 13 du projet de loi relatif à l’enseignement supérieur a trait au Conseil national de l’enseignement supérieur et de la recherche (23 chroniques du blog sur le CNESER). Il modifie l’article L 232-1 du Code de l’éducation sur trois points.
1.  « Il élargit à la recherche dans son ensemble, au-delà de la seule recherche universitaire, les compétences du CNESER. Cet élargissement contribue à la simplification du paysage des organes consultatifs puisqu’il aura pour conséquence la suppression du Conseil supérieur de la recherche et de la technologie. Cette unification se justifie par l’imbrication des activités de formation, de recherche et d’innovation. »
2. En conséquence: « le CNESER intègre les stratégies nationales de l’enseignement supérieur et de la recherche et les représentants des établissements publics de recherche et de leurs personnels de recherche. »
3. « L’élection et la nomination des membres de ce conseil devront respecter la parité entre les femmes et les hommes… Après la première phrase du douzième alinéa de l’article L 232 1, il est ajouté une phrase ainsi rédigée: « Ce décret fixe les conditions dans lesquelles est assurée la parité entre les femmes et les hommes dans les listes de candidats et pour la nomination des représentants des grands intérêts nationaux. »
La Ministre, ses conseillers, le rapporteur de la loi, Vincent Feltesse, ne semblent pas avoir anticipé les conséquences de ces trois modifications.
