Chine : le dragon dans la bergerie

À l’heure où le nouveau ministre de l’Éducation entre en fonction, je débute une trilogie sur la mondialisation de l’enseignement supérieur en présentant trois systèmes aux logiques d’influence différentes (Chine, Iran et Arabie Saoudite). Ce premier post concerne la Chine qui utilise efficacement son système d’Enseignement supérieur — en pleine expansion  — au service d’un soft power, à la fois à l’interne (la montée en gamme de ses universités d’élite) et à l’externe par l’envoi d’étudiants à l’étranger et le développement d’un réseau impressionnant d’Instituts Confucius. Concernant les étudiants de ces pays, je distingue deux catégories, les « fils de nantis » à l’attitude très consommatrice et « les excellents », pour lesquels les gouvernements souhaitent leur retour voire leur « rétention » (en Chine, par exemple) pour participer au développement économique.
