La VAE en Europe : des problématiques communes

Erigé en priorité à l'échelle européenne, le système de validation des acquis de l'expérience s'appuie sur la confiance mutuelle entre les parties prenantes, systèmes nationaux de développement des compétences. Dans la première partie de son analyse, en août dernier, Jean Raymond Masson mettait en évidence les progrès de la VAE en Europe, en en soulignant son importance dans les politiques européennes. La suite de son article nuance les avancées de la VAE et cible les difficultés qui gèlent l'essor des pratiques de validation en Europe, dans un marché du travail de plus en plus complexe.

VERA Final report available now (Forward Visions on the European Research Area)

VERA scenarios illustrate different political and societal contexts for the European research and innovation landscape in 2030. Our analyses of the scenarios show that policy choices of today can affect the availability of alternatives in the future. So, the current European Research Area (ERA) policy process is not of a purely technical nature. Instead, policy actions of today to ensure a fully operational ERA, can at the same time open and close doors for the future. We need to be aware of these consequences in order to avoid unintended trajectories of today’s choices. Moreover, the future of ERA is not only depending on wise policy action geared towards the desired futures for ERA. Any discourse on desired futures needs to take into account the strategic reactions of stakeholders and what these mean for systems over time. VERA suggests that vision-building for the ERA must build on a reflective process engaging stakeholders in a meaningful and constructive manner. With the VERA strategic debate, we aimed at piloting such a process using an adaptive foresight approach.

Gross Value Added and Jobs created by Research Universities in Europe
In 2014, upon the proposal of the LERU Enterprise and Innovation Community, the Rectors of the LERU universities decided to embark on a new and challenging project: to quantify the combined economic value of the LERU members and, by extrapolating its results, to present an estimation of the economic contribution of research  universities in Europe. LERU commissioned the independent consultancy BiGGAR Economics to undertake a study, leading to 9 months of data gathering, individual site visits to LERU universities and data analysis. It resulted in the now publicly available report “The Economic Contribution of LERU Universities”.  The report offers telling figures about and an insightful analysis of the economic contribution of LERU universities, and research universities in general, to the European economy. Although it focuses on the economic impact, the report also acknowledges the diverse ways in which universities contribute to society and how their activities bring about wider benefits.
Through this report, LERU aims to contribute to a much needed understanding and recognition of the multidimensional and far-reaching impact of research universities. Such an acknowledgement should be accompanied by practical, European and national measures to enable the development of research universities´ activities, such as providing the appropriate framework conditions and adequate funding. Des possibilités d’études à temps partiel dans les établissements d’enseignement supérieur

Rapport "L'implication des universités dans la formation tout au long de la vie", par SZYMANKIEWICZ Christine, CAFFIN-RAVIER Martine, CARAGLIO Martine, GAVINI-CHEVET Christine, AMBROGI Pascal-Raphaël, PRADEAUX Henry. La Mission a décidé de limiter ses investigations aux crédits du PIA 1 attribués aux opérateurs relevant budgétairement - aux termes de la loi organique relative aux lois de finances (LOLF) - de la mission interministérielle Recherche et enseignement supérieur (MIRES).
Des possibilités d’études à temps partiel dans les établissements d’enseignement supérieur
La majorité des établissements d’enseignement supérieur proposent des programmes à temps partiel. Le terme de temps partiel recouvre également des formes de modularisation.
Il faut noter que l’absence d’un statut à temps partiel officiel ne signifie pas nécessairement que les établissements d’enseignement supérieur ne prévoient pas de formules flexibles. Par exemple, dans la Communauté flamande de Belgique, il n’existe pas de statut d’étudiant à temps partiel, mais tous les établissements d’enseignement supérieur doivent proposer des filières à temps partiel permettant aux étudiants d’accumuler moins de soixante crédits ECTS par année académique. De même, la catégorie « autre » du schéma ci-dessus se rapporte aux situations qui ne peuvent être décrites en utilisant la classification prédéfinie. Des pays comme l’Autriche, la Finlande ou la France ne possèdent pas de statut officiel d’études à temps partiel ou d’étudiants à temps partiel mais leur situation diffère sensiblement. New insights into European higher education from the European Tertiary Education Register

The second edition of the European Tertiary Education Register (ETER) was published on 3 July 2015.
ETER is the only Europe-wide compilation of comparable data about individual higher education institutions, covering more than 2,200 universities and colleges in Europe.
