The UK government announced new changes to Tier 4 visas which will impose more limitations and restrictions for international students. The right of non-EU college students to work in the UK whilst studying will be removed and international students will be forced to leave the country immediately upon graduation. Il avait été présenté en Conseil des ministres le 23 juillet 2014 par M. Bernard Cazeneuve, ministre de l’intérieur.
Le projet de loi poursuit trois objectifs :
Le projet de loi généralise le titre de séjour pluriannuel (de deux ou quatre ans) pour l’ensemble des étrangers, après un an de séjour en France. La demande d’un titre de séjour de dix ans ("carte de résident") pourra être effectuée ensuite directement. Parallèlement, un nouveau parcours d’intégration est défini, marqué par un renforcement du niveau de langue requis et une redéfinition des prestations servies par l’Office français de l’immigration et de l’intégration. Le passeport "talents", titre de séjour valable jusqu’à quatre ans pour l’étranger et sa famille, constituera désormais le titre unique ouvert aux investisseurs, aux chercheurs, aux artistes et aux salariés qualifiés.
