Lancement d'un nouveau Master en Promotion de la santé en espagnol
L'Institut de Santé Publique, d'Epidémiologie et de Développement de l'Université Bordeaux Segalen et l'Université Publique de Navarre (Espagne) lancent à la rentrée prochaine un Master en Promotion de la Santé et Développement Social en espagnol via Internet.
Le Master associe étroitement également des universitaires et profesionnels latino-américains.
Les candidatures sont ouvertes jusqu'au 15 juin 2013.
Des bourses sont disponibles grâce au soutien du Conseil Régional d'Aquitaine.

Master i-PROMS
Master universitario en Promoción de Salud y Desarrollo Social.
El Master i-PROMS se ofrece conjuntamente por el ISPED, en colaboración con docentes y profesionales latinoamericanos, y por la Escuela Superior de Estudios Sanitarios de la Universidad Pública de Navarra. Por lo tanto, se expedirá a los estudiantes que hayan completado el programa de estudio un doble titulo de Master francés y español (pendiente de su aprobación por la ANECA para España).
El Máster en Promoción de Salud Pública y desarrollo social  es una propuesta de titulación conjunta entre la Universidad Pública de Navarra (UPNA) y  la Universidad Bordeaux Segalen (UBS) coordinada por el Instituto de Salud Pública (ISPED) de la segunda. El máster se imparte este año por primera vez on-line en español.
El programa tiene como objetivo formar profesionales de la salud competentes en los campos de la educación y de la promoción de la salud que puedan intervenir como responsables de proyecto, mediante el apoyo al diseño metodológico de gestión y evaluación de las actividades de salud en las áreas de prevención, intervención social y acciones de programación local.

Une introduction idéale à la table ronde qui suit. Animée par Isabelle Margo (France Bleu) et davantage centrée sur les problématiques d'emploi en Moselle Est, elle réunit Claude Roque (Direccte), Véronique Guinebert (Continental), Achim Dürschmid (Eures), Sandrine Porté et Jürgen Becker (Pôle emploi de Sarreguemines). Les intervenants brossent un tableau très réaliste du marché de l'emploi local: dispositifs d'aides, techniques de recrutements, partenariat franco-allemand. MRS, EURES, POE… les acronymes prennent tout leur sens à travers la parole des témoins.
Placée sous le signe de l'échange et de la convivialité, cette rencontre rappelle l'importance de l'accompagnement des demandeurs, des deux côtés de la frontière. Un effort matérialisé par l'architecture intérieure de la nouvelle agence, marqueur fort des engagements de Pôle emploi 2015. La qualité de l'accueil reste le premier acte symbolique vers les demandeurs et chefs d'entreprises, un principe adopté par toute l'équipe du pôle emploi de Sarreguemines!

Réunis le 18 octobre à l’Hôtel de Région à Metz, les acteurs de l’enseignement supérieur et de la recherche de la Grande Région renouvellent leurs engagements en faveur de la coopération interrégionale et saluent des projets de recherche transfrontaliers.
Elle a rassemblé une centaine d’institutionnels et de responsables universitaires et scientifiques du Luxembourg, de Lorraine, de Wallonie, de Sarre et de Rhénanie-Palatinat. Présidée par Jean-Yves Le Déaut, 1er Vice-président lorrain, la 3e conférence ministérielle de l’Enseignement Supérieur et de la Recherche de la Grande Région était accueillie le 18 octobre par la Région Lorraine. Au programme de cette journée de travail et d’échanges: bilan et avenir de l’Université de la Grande Région, présentation du Résau Lor-Lux, projet financé par le Fonds interrégional de la recherche (FIR) et remise du Prix interrégional de la recherche (IWp) aux projets "Réseau du cartilage" et "Archives médiévales de la Grande Région".
La conférence a par ailleurs été marquée par la signature d’une déclaration d’intention sur l’avenir de la coopération institutionnelle dans les domaines de l’enseignement supérieur et de la recherche en Grande Région. Son objectif: poursuivre l’engagement des partenaires transfrontaliers et soumettre de nouvelles propositions d’actions au prochain Sommet de la Grande Région. Cette déclaration vise par exemple à promouvoir la mobilité étudiante par le développement de centres de perfectionnement de langues et la mise en place de codiplomations de qualité, à poursuivre les efforts initiés il y a 4 ans en faveur de l’Université de la Grande Région, à pérenniser le Fonds interrégional de la recherche (FIR) et le Prix interrégional de la recherche (IWp)…

Information about the event
Extant research on processes of internationalisation within higher education has highlighted important inequalities. Students from more privileged homes have been shown to be much more likely than their peers to be internationally mobile; some international students suffer racism and other forms of discrimination; and there are considerable disparities between nations in the income derived from international student mobility and other forms of internationalisation. However, there remain significant gaps in our knowledge. We know relatively little, for example, about the impact on students of transnational programmes, which are offered by UK universities and delivered – at least partially – overseas. Moreover, there has been little work that has compared the impact of different forms of internationalisation. For example, do organised forms of student mobility encourage those who would be unlikely to move abroad under their own initiative (i.e. through spontaneous mobility)? Furthermore, while academic research has been effective in highlighting some of the inequalities which can often be exacerbated by international student mobility, there has been considerably less work on the action that can be taken by policymakers, university leaders and those who teach within higher education institutions to redress these problems.
This seminar will contribute to our understanding in this area by bringing together researchers, lecturers and staff from university international offices to: (i) compare the issues of (in)equality raised by different types of internationalisation (i.e. spontaneous student mobility, organised student mobility and transnational programmes); and (ii) on the basis of this analysis, consider how all those involved in international higher education can promote greater equality amongst students.
Aims/outcomes
The aims of the seminar are:
    To bring together researchers and higher education staff (lecturers and managers) with an interest in international education, and a commitment to promote equality between students.
    To disseminate findings from recent research that has focussed explicitly on issues of equality and inequality with respect to international higher education.
    To explore the implications of these research findings for policy and practice.
    To consider the similarities and differences (in relation to achieving equality) between different forms of international higher education (i.e. spontaneous student mobility, organised student mobility and transnational programmes in which students are not necessarily geographically mobile).
Information about sessions and speakers
The aim of this seminar is to explore the implications for policy and practice of recent research on (in)equality within international higher education. The seminar will comprise: (i) three presentations which will disseminate the findings of recent research on different aspects of international higher education; (ii) a panel discussion in which four practitioners will discuss the implications of the research findings for their own work; and (iii) a general discussion in which all seminar participants will be able to explore how equality can best be achieved in different types of international programmes and through their own work.
The three academic presentations will each focus on a different type of internationalisation. The first paper, by Dr Qing Gu (University of Nottingham), will consider equality issues raised by spontaneous student mobility (i.e. students who move on their own initiative, outside of any formal programme), with a particular focus on Chinese students who study in the UK. The second paper, by Dr Hannah Deakin (Loughborough University) will focus explicitly on organised student mobility - under the European Union’s Erasmus scheme. The final academic presentation will be given by Dr Johanna Waters (University of Birmingham) who will consider the issues of equality and inequality raised by transnational programmes (in which students themselves do not necessarily move) – drawing on a study of degrees offered by UK higher education institutions in Hong Kong.
Reflecting this diversity, the members of the panel will be drawn from members of staff who teach on, or manage, different types of international programme and who have experience of teaching international students in the UK. It is hoped that the seminar participants, more generally, will reflect a similar range of experiences (i.e. of spontaneous and organised student mobility, and of transnational programmes).

'Glocals' see transnational education as a means of developing their professional profile and networks – higher education institutions should respond likewise, says Elizabeth Shepherd.
In 2010 to 2011, the UK Higher Education Statistics Agency reported that for the first time more international students were studying UK courses outside the UK than within it. While the exportation of higher education programmes delivered across borders to remote learners in numerous and growing forms is not a new phenomenon, interest has been heightened by the UK government's promise to cut net migration from hundreds to tens of thousands.
Complicate this picture further for UK institutions with the increase in UK domestic student fees and substantial cuts in universities' government funding, and it has never been more evident than now that UK higher education institutions need to get creative, innovate, capitalise on, and think outside the tradition of its four walls.
The operating environment in the UK for institutions wanting to internationalise is witnessing governmental, economic and political impact that are forcing them to think beyond their traditional and experiment with the possibilities before them in delivering Transnational Education (TNE) programmes.
The delivery of these programmes has led to a new type of higher education consumer who seeks an unconventional, flexible format that allows them to continue their own pursuits (be that career, family or other) outside regular residential bricks and mortar study. TNE students have been described as 'glocal' students, in other words local students with global aspirations. Whilst this observation is an accurate description – indeed, students are studying for globally administered programmes in a local setting – these students display far more sophisticated and nuanced characteristics than this assessment implies.
Perhaps a better term might be 'career alumni.' This new wave of learners that has emerged seek quality programmes that will lead to career enhancement like their traditional internationally mobile counterparts. But they are also making measured and often multi-layered choices that allow them to advance in many cases a prosperous career without leaving their job, over the chance to experience studying within a campus environment. The 'career alumni' tag resonates due to their focus on their own professional development, and the importance they place on the creation of professional networks gained during their period of study.
So why isn't everyone jumping on this band wagon? For both the delivering institution and the participating student, TNE programmes present the assessment of a measured risk. The challenge for both student and institution is mitigating that risk and achieving end goals of development and sustainability.
Trends in international student mobility traditionally show students seeking higher quality education than immediately available to them at home, often in a country renowned for its world class institutions, academics and opportunities. A better quality of education and fulfilling the ultimate goal of improving career prospects have always been among the most important factors for students choosing to study overseas.
Indisputably, students also want the cultural experience of living abroad. This wider experiential dimension, outside education and employment, is often capitalised on by institution's marketing strategies and national branding campaigns that exploit creative, scientific and artistic innovations, in the hopes of inspiring a new generation of imported home-cultivated alumni.
Setting aside the potentially negative spin that could be applied to findings that TNE students are not treated equally by awarding institutions and are not offered the same quality of experience as those based on campus, there is an opportunity here to be grasped. The straight transference of a campus-based programme aimed at classroom-taught students fails to understand the motives behind the TNE-seeking student.
Embracing the lack of four walls and the building of new professional communities could lead to the development of appropriate and sustainable programmes that would increase an institution's brand value rather than detract from it. Acknowledge and celebrate the difference in a TNE programme, not as a second choice, but as a strategic decision made by individuals that do fit this mode of delivery and gain from it a valuable experience that will grow their unique needs, skills sets and personal situation.
