“So, OER, as freely available learning objects encapsulating learning resources, are pedagogically neutral and, as a concept, can lend themselves to any learning theory. OER proponents in different theoretical “camps” of learning, such as constructivist, connectivist or behaviourist, can design their OER either to support their theories uniquely or to be more generalisable in a wider variety of learning contexts.” More...

Higher, open education for India

India is the second biggest market for MOOCs (massive open online courses) in the world, following the US. In time, however, India may surpass the US. After all, India's population is second to China's and India is third in terms of university enrollment worldwide; respectively the US and China are first and second for university enrollment at the moment but this may soon change.
MOOCs represent a huge opportunity for Indians in terms of an open education revolution. It could potentially give millions access and availability to high quality learning if they have Internet connectivity. First, there are more applicants than slots at top Indian universities. Second, millions of Indians live in poverty and are unable to afford or gain access to a higher education. More...

20 sites qui vous donnent envie d’apprendre

De nombreuses initiatives visant à « révolutionner » l’apprentissage tout au long de la vie ont émergé avec le numérique. Des enseignants et universités ont mis en ligne leurs cours, les ont ouverts aux commentaires et aux échanges. Certains ont même lancé des Massive Open Online Courses (MOOC), des sessions de cours en ligne ouvertes à des milliers de participants qui partagent et alimentent le programme. Des particuliers se sont également investis dans cette transformation de l’apprentissage par le numérique en proposant des échanges entre pairs, accessibles au plus grand nombre. Petit tour d’horizon de ses initiatives intéressantes et inspirantes pour apprendre autrement, à son rythme, à sa façon (1).
Les plateformes de ressources éducatives libres (REL)
Quelques sites proposant des cours en ligne avec une dimension « sociale » relativement développée.
1.   Khan Academy : une plateforme ludique et efficace
Prise en exemple par de nombreux spécialistes du web éducatif, la Khan Academy lancée par Salman Khan, attire toujours autant d’amateurs. Elle propose des milliers de cours vidéo gratuits au format efficace, des exercices interactifs et une visualisation originale de sa progression à travers un arbre des connaissances. Et pour vous motiver, des badges sont à gagner et à collectionner. Les enseignants peuvent, par ailleurs, réutiliser les vidéos (Creative Commons) et suivre le parcours de plusieurs élèves sur un tableau de bord.
2.   OpenCourseWare Consortium : le club des universités ouvertes
L’OpenCourseWare Consortium est une communauté mondiale réunissant une centaine d’établissements d’enseignements supérieurs telles que le MIT, la Beijing Normal University ou Paris Tech qui mettent à disposition gratuitement du matériel pédagogique de haute qualité. Les ressources sont organisées en cours, souvent accompagnés d’un programme planifié. Le tout en Creative Commons ! On ACU's Choice of OpenClass

This past year my institution engaged in a (faculty led) LMS evaluation process.  We looked at the usual suspects.  Blackboard.  Canvas.  Moodle.  D2L.  Sakai.  
Pearson's OpenClass was not even on our radar.
That is why I was so interested that Abilene Christian University (ACU) had chosen to go with OpenClass. I'm a huge fan of ACU. Back in 2009 I wrote:  "If the MacArthur Genius Program gave awards to institutions I'd bet that Abilene Christian University would be a shoo-in."
ACU was way earlier than the rest of us in innovating around mobile learning, launching a one-to-one iPhone / iPod Touch program back in 2009 to experiment with what can happen when all student and faculty are on the same mobile platform. Read more...

Open access reaches tipping point in sciences

More academic papers are now available for free than in paid-for peer-reviewed journals in many scientific fields, according to a study released last Wednesday by the European Commission’s directorate general for research and innovation. 
“This new research suggests that open access is reaching the tipping point, with around 50% of scientific papers published in 2011 now available for free,” the commission said in a statement. More...

Open access gains ground

The level is about twice that previously estimated and is likely to cheer advocates of the movement to make the results of publicly-funded research freely available. 
According to the study – published on 21 August by Montreal-based research evaluation consultancy Science-Metrix – Brazil, Switzerland, the Netherlands and the US have the highest rates of open access publishing. 
In Europe, 20 out of 27 countries, including the UK, are likely to have tipped towards a majority of papers published in 2008-2011 being made available for free, it adds. More...

Pallam Raju, Hon’ble Minister for Human Resource Development, Shri Ashok Thakur, Secretary, Higher Education, Shri Rajarshi Bhattacharya, Secretary, School Education and Literacy, Prof. Parvin Sinclair, Director, NCERT, other senior colleagues from the Ministry of HRD, distinguished participants at this conference, ladies and gentlemen.
I am delighted to be here at the National Conference on Information and Communication Technologies (ICT) in School Education and at the launch of the National Repository of Open Education Resources (NROER). As Prof. Sinclair knows, I have been a staunch supporter of open education resources as a significant part of the response to the challenges that are faced by the education sector in our country and the launch of the NROER is a significant step in this direction. Reaching the unreached, including the excluded, has long been the priority for us in extending education to all. I am informed that the NROER aims to offer “resources for all school subjects and grades in multiple languages. The resources are available in the form of concept maps, videos, audio clips, talking books, multimedia, learning objects, photographs, diagrams, charts, articles, wikipages and textbooks.” The Ministry of HRD has been actively engaging with various organisations to propagate Education for All. OER Project - Call for Participation

http://www.iau-aiu.net/sites/all/themes/iauaiu/images/iau-en-e-small.pngIAU is seeking applications from Librarians in African IAU Member institutions / organisations to participate in the Validation Workshop of the IAU project on The Role of Academic Librarians in the Development, Use and Reuse of Open Educational Resources (OER).
The Workshop aims to obtain feedback on and improve the IAU project, and work on possible ways forward for its implementation from an African perspective.
It will take place in Accra, Ghana from 12 to 13 September 2013 and is being organised in collaboration with the Association of African Universities (AAU). The working language will be English.
The Workshop has obtained financial support from the UNESCO Participatory Fund.

Leeds Met OER Repository

http://www.elearningeuropa.info/sites/default/files/elearning_papers.pngThe Repository Open Search platform of Leeds Metropolitan University (UK) comprises a Research collection and a collection of Open Educational Resources (OERs).
The Open Access Research Archive is a centralised store of research outputs that can be accessed free of charge by anyone. It also includes citation information of Leeds Met research, though the intention is to provide full text access wherever possible.
The OER Repository is a store of Open Educational Resources produced at Leeds Met that are freely available for reuse under a Creative Commons licence.
