Open Apps: an environment for collaboration and dissemination

Open AppsWhat is Open Apps?
Open Apps is the UOC's online environment that brings together innovative and successful experiences from the university in education and management and shares them in open access so that other institutions, users and developers can make use of them.  
Open Apps offers you,
- Teaching and management solutions and the documentation for implementing them.
- The code of the UOC applications, which are open source so you can develop, customize and improve them.
- The chance to participate by making comments and suggestions on the experiences available in the environment and sharing how you've used them.

From its inception, the UOC has developed and tested methodologies and technologies for finding solutions to meet the teaching and management challenges posed by its community of students, lecturers and management staff.
As part of an innovation programme (http://www.uoc.edu/) of the UOC's Support and Transfer Office (OSRT) (http://www.uoc.edu/), Open Apps is the result of this know how brought together as a virtual store of the successful experiences tested by the university. These experiences comprise a diverse range of products—including applications, management services and teaching procedures—but they all share one common characteristic: Owing to their innovative nature, they can be efficiently applied to other institutions by other users.
Objectives
The Open Apps portal aims to foster, within and outside of the UOC, the free use of the innovative applications and experiences created by the university. The specific objectives of Open Apps are to:
- Compile in the one environment all the UOC's teaching and management innovation along with the documentation required to implement and develop it.
- Spread the UOC's innovation and teaching model within and outside of the university.
- Help transfer knowledge and improve educational environments.
- Establish a framework for undergraduate and postgraduate final degree projects.
- Create a network of external collaborators.

Mobile #Moodle ready for beta release: feedback welcomed

It has been more than 2 years since the Moodle4iPhone project http://iphone.moodle.com.au. Unfortunately it was not ready to be officially released, but after additional work from Beto, Carlos and Ludo, the official release will be rolled out in the following weeks.
For all of those interested, we kindly request you to go to http://m.ideas4ict.com/ and enroll to the course and give us some feedback (at the social forum http://m.ideas4ict.com/mod/forum/view.php?id=4) in order to improve this theme before to make it public for the whole Moodle Community.
Two themes will be released, 1 for mobile devices and the second one for tablets. Read more...

Les assises du Numérique 2012

L'édition 2012 proposera une vision prospective de la France et de l'Europe Numérique à échéance 2020 avec en ligne de fond, la croissance dont la France et l'Europe ont besoin. Les sujets qui constitueront le programme 2012 émanent des préoccupations qui s'expriment chez les élus, dans la société civile, au sein des entreprises et dans les différentes organisations représentatives des métiers. A ce jour, l'ensemble des travaux de recherche positionnent la France environ à la 19ème place en matière d'économie numérique, une place notoirement insuffisante lorsque l'on la compare à notre rang de cinquième puissance économique. Il n'y a là aucune fatalité. L'analyse des pays les plus avancées dans ce domaine nous montre qu'une université performante, une réforme des modalités du financement de l'innovation, une utilisation massive du numérique dans la réforme de l'état sont les facteurs les plus importants. Il nous appartient d'en débattre et d'adapter ces réformes à notre pays.

"L'exception culturelle française : pour une culture numérique réinventée" 

La France a réussi à faire admettre son "exception culturelle" en 1993. Pour elle, la production artistique se distingue de celle des autres marchandises. D'où des règles différentes qui lui ont permis, entre autres,  de garantir le financement du cinéma français. Aujourd'hui,  avec 230 films par an, il se maintient en tête de la production européenne. Néanmoins, le numérique change la donne en profondeur. La distribution des œuvres culturelles se dématérialise à grande vitesse.
Après les ordinateurs, ce sont les téléphones mobiles et les tablettes numériques qui deviennent les supports majeurs de l'accès à ces œuvres via Internet. Pour prendre en compte cette mutation,  les fournisseurs d'accès à Internet (FAI) doivent acquitter la taxe sur les services de télévision (TST) qui a rapporté 400 millions d'euros en 2011. Mais elle se retrouve au cœur de discussions avec Bruxelles. Le sort de l'exception française à l'heure du numérique se joue donc en ce moment.

« Les usages numériques : moteurs de l'aménagement numérique du territoire »

"L’aménagement numérique à très haut débit est un gage d’égalité et de désenclavement de nos territoires. Pour cela, il convient de construire une infrastructure complète. Si des initiatives publiques et privées sont engagées sur une partie du territoire, elles manquent de coordination et, pour les secondes, de financement pérenne. Des synergies doivent être créées pour aider les collectivités dans l’aménagement des 80 pourcent du territoire en zone peu dense.
Or, les usages numériques représentent un formidable moteur du déploiement des réseaux. La demande de très haut débit vient prioritairement de zones rurales qui ne disposent pas même de connexion à haut débit correcte. Pour ces dernières, les pratiques du télétravail, de la e-santé ou de la e-éducation s’avèrent des solutions particulièrement crédibles. De même, le développement de l’Internet mobile (notamment par les applications) appelle celui du fixe, en raison des besoins de délestage. Ainsi le développement des usages apparaît comme une clé de la construction de nos réseaux numériques."

"Très Haut Débit pour tous et 4G mobile: l'urgence?" 

La fibre semble s’enraciner plus vite à la campagne que dans les villes. C’est inattendu, et pourtant c’était prévisible… Les villes sont saturées d’offre, perçues comme seuls territoires rentables de l’aménagement numérique du territoire alors que les ruraux se rebellent, montrant que le numérique est une opportunité unique de repenser l’aménagement du territoire dans son ensemble.
Le digital dessine un avenir où chacun peut s’installer dans un terroir ubiquitaire, « je suis partout mais je suis d’ici ». Pour accélérer cette révolution et « rebattre la carte », la fibre, la 4G, le wimax, le cuivre ou le satellite sont mobilisés. La course pour une France à Très Haut Débit en 2012 est lancée. Toute la France?

"L'impact du numérique dans la performance hospitalière"

La performance hospitalière est un des enjeux capitaux des politiques de santé mis en œuvre depuis cette dernière décade. A tel point que le législateur a cru utile de créer une agence, l'agence nationale d'appui à la performance hospitalière (Anap), spécialement dévolue à cette cause.
Si la performance en matière de finance hospitalière s'incarne, bon gré mal gré, dans la tarification hospitalière, l'impact du numérique, diffus, est considérable. Qu'il s'agisse du circuit du médicament, du dossier patient, de la gestion documentaire, le numérique est facteur de performance. Toutefois, la maitrise d'ouvrage des systèmes d'information hospitalier (SIH) est encore malaisé, et freine l'efficience des organisations hospitalières. Le manque de financement, dans ce domaine, fait également partie des lacunes qui mérite d'être solutionné. "Le Cloud Computing : Souverain or not Souverain?"

Le principe global du cloud, ou informatique en nuage, consiste, pour une entreprise ou une organisation à ne plus budgétiser, acheter, installer  maintenir , réparer et mettre à jour ni ordinateur, ni serveur, ni logiciel. C’est au prestataire de s’en occuper.
Et si aujourd’hui les entreprises clients se méfient encore des infrastructures en nuage et n’accordent souvent qu’une confiance partielle à cette technologie -Les offres se révélant encore parfois trop opaques- Elles évoquent aussi le manque de garanties juridiques : qui est responsable des données de l’entreprise, si elles sont altérées ? Comment ces informations sont-elles protégées ? Comment les récupérer si l’entreprise décide un jour de rapatrier ses informations sur ses propres serveurs (réversibilité) ? Le manque de confiance est enfin manifeste au niveau de l’équation économique. Après deux ans de mise à l’épreuve, les entreprises ont encore de nombreuses interrogations auxquelles des débats comme celui qui aura lieu aux assises du numérique peut répondre. Car une chose est certaine, d’une manière ou d’une autre, en passant par un modèle ou un autre, le sillage vers le cloud est aujourd’hui tracé.
Le marché mondial des offres de cloud computing devrait ainsi représenter un montant de 109 milliards de dollars d’ici à la fin 2012. Soit une progression d’environ 20% par rapport à l’an passé. Un tiers des documents numériques dans le monde sera stocké dans le nuage d’ici à 2016 contre 7% aujourd’hui. Le passage des entreprises au cloud est donc inéluctable, c’est ce que disent tous les analystes du marché IT.

Apps on higher edudcation: statistics, info, rankings

Hedda - Higher Education Development AssociationAs smartphones and tablets are becoming increasingly commonplace, we thought it might be cool to examine some of the apps available that are relevant for higher education.
We include apps related to various available large scale statistics, rankings, and other information about higher education. Excluded this time are apps that are specifically targeted towards students and instructors, such as various learning and time management apps.
World Bank EdStats DataFinder
 

Overview and usefulness: The app allows you to sort the data according to country, topic and indicators, in addition to the option to create advanced queries. The countries can be viewed in terms of alphabetical order, regions, and economic development. It is possible to customize the reports based on selected indicators and createvisualisations, in addition to saving these for later viewing. The app is free, and the amount of data available is massive. The statistics cover 2,000 indicators for more than 200 countries.
Drawbacks:
Only availabole for iOS for the time being.
THE World University Rankings 2012-2013

Overview and usefulness: An app that visualises the data from the recent Times Higher Education rankings for 2012-2013. In addition to the overall rankings, there is in-depth data per institution. The mapping tool shows the best universities in a gegraphical overview. Overall, easy access to the recent rankings and also allows for customization options.
Drawbacks:
A pity the apps are separate for each year, a better option would be to have a single app where one can select various years to avoid clutter on your screen if you would like to have various years handy. In addition, the app is only available for iPhone, without a good version for iPads, or any devices operating with Android.
Higher Education Statistics Agency (UK) stats
 

Overview and usefulness: Basic available data of UK higher education. The data sets currently includ academic years 2008-09 & 2009-10, and it is possible to examine a number of indicators regarding students, staff and finances of higher education, also in terms of percent wise comparison to previous years to examine trends. If you need quick data on UK available, this can be useful, especially as this does not require any internet/3G connection to function.
Drawbacks:
The geographic  limitation is clear, as is the fact that Android version yet again is lacking.
Reader for Times Higher Education (THE)
 

Overview and benefits: The free reader functions are quite basic, as it includes a button to get to the table of contents, a page viewer to examine either one or two pages simultanously on an iPad. However, in addition to this, there is a useful search option to the archives, and it is possible to save whole editions of THE into your own archieve. However, some content is for fee-paying subscribers only.
Drawbacks:
Overall, the added functionality c0uld be better, and in many ways the opportunities that can be offered through an app are not used. Though, in its simple version it works great. Yet again, not available for Android.
Reader for the Chronicle of Higher Education

Overview and benefits: An basic free app to read the Chronicle. In addition to the very basic viewer, the options include a quick view of the latest news, opportunities to save stories to your own library.
Drawbacks: 
Users have reported a number of bugs, and it seems that the app works best if one has a paid subscription to Chronicle, as it seems that the News Stand item does not load at all when tested. Oh and guess what – no Android.
In addition, a number of individual HE institutions have developed their own apps, including Harvard, Stanford, LSE, MIT and University of Texas, but also some Norwegian institutions such as University of Agder and University of Nordland, all of which can be found on the iTunes store.

Numérique - renouer avec les valeurs progressistes et dynamiser la croissance - Propositions du Rapport concernant la Formation

Longtemps en avance dans le secteur des télécommunications, la France est aujourd'hui en retrait dans le domaine du numérique. Ce rapport de Terra Nova, présenté aujourd'hui dans Les Echos et préfacé par Jacques Attali, appelle à définir une véritable stratégie de développement du numérique à l'échelle nationale. Il décline plusieurs propositions pour mettre à profit les perspectives économiques offertes par cet outil, renforcer à travers lui les solidarités et valeurs collectives, préserver l'intérêt général par la régulation.
Les propositions du Rapport
concernant la Formation
Proposition n°13 : Sensibiliser les décideurs économiques le plus tôt possible, en intégrant une formation aux systèmes d’information dans les cursus supérieurs.
Proposition n°14 : Encourager les campagnes de communication et renforcer la formation continue qui permettront de développer la compréhension des enjeux numériques dans le monde de l’entreprise et de l’administration.
Proposition n°47 : La formation des fonctionnaires d’encadrement - initiale comme continue - doit intégrer une composante forte de gestion de la gouvernance des systèmes d’information.
Proposition n°49 : Favoriser la diffusion des savoir-faire à tous les niveaux, à travers la formation des agents, l’échange au sein de communautés professionnelles, la transmission de l'héritage des agents qui partent à la retraite.
Proposition n°79 : Dans tous les enseignements supérieurs, instaurer pour les jeunes une formation aux enjeux du numérique et à ses évolutions. Réformer le B2I pour en faire un outil de développement des compétences informatiques de chacun.

ManpowerGroup et Microsoft lancent l'Université des Talents du Numérique et du Digital

L'objectif de l'Université des Talents du Numérique et du Digital est d'accompagner des candidats en recherche d'emploi, ayant des compétences dans les métiers de l'informatique.
Lancée par Manpower France et Microsoft, l'Université des Talents du Numérique et du Digital, s'adresse à tous les partenaires Microsoft recherchant des candidats sur les métiers de l'informatique faisant l’objet d’une forte demande.
Cette initiative est décrite comme « une approche sur-mesure de sélection, de formation et d'accompagnement de candidats en recherche d'emploi, bénéficiant déjà d'une formation initiale ou d'une expérience en informatique ».
Métiers concernés par les formations dispensées
  • développeur .net
  • ingénieur systèmes réseaux et virtualisation
  • consultant décisionnel (SQL/BI)
  • ingénieur private cloud & infrastructure
  • ingénieur infrastructure et communication unifiée

Les formations durent entre 20 et 25 jours et sont accessibles aux candidats justifiant de 2 à 3 années d'expérience. Les candidatures sont gérées par Manpower et peuvent être déposées en ligne sur le site de leur filiale Futurskill.
D'ici à fin 2012, 100 personnes seront formées. L'objectif pour la fin d'année 2013 est fixé à 500 personnes formées et certifiées.

Academic communication is changing. Traditional dissemination methods are being supplemented by digital technologies that academics can use to share their research with each other and external stakeholders and thereby help their work to create impact. But what are the real benefits of using social media to share academic work? How does this openness lead to greater impact? And what are the potential problems with this form of short, immediate and frequent communication? This session draws on the findings of a three-year research project examining the ways that academic work can be better communicated in order to maximise its impact.
Is University Scholarship becoming more Open? Or just more Digital? Robin Goodfellow, Open University

The developing digital context for scholarship in the University brings pressures and opportunities for change in both the established practices of scholarly communication and conventional ideas about who participates in it. But how far is digital practice amongst university academics really open to the engagement of non-professional scholars, and what are the implications of internet knowledge cultures for the processes and ethics of academic scholarship?  In this talk I will use examples of work in the field of Digital Scholarship that is currently going on at The Open University (see http://www8.open.ac.uk/iet/main/research-scholarship/our-research-scholarship-programmes/digital-scholarship) to explore these questions, and to work towards a concept of scholarship in the digital university that is committed to both the democratisation of the academy and the furtherance of academic approaches to knowledge and learning.
Open Educational Resources: salvation or subjectification? Jeremy Knox, University of Edinburgh

This presentation will critique the implementation of Open Educational Resources in higher education.  Open access has emerged as a prominent debate in the field of distance and digitally-mediated learning, in which technology is advanced as both the vehicle for widening participation and the solution to the perceived elitism of the traditional institution.  OER have been in the forefront of this dialogue with claims of social transformation and global deliverance from poverty; however they remain significantly under-theorised.  While OER literature often emphasises the removal of barriers to information, it fails to adequately address the consequences of open access in terms of education itself, tending to make assumptions about the capacity for individuals to act purely in an autonomous fashion as ‘self-directed’ learners.  This paper will therefore problematise the ways in which the OER movement implies particular notions of freedom and independence in the advancement of their educational agenda.

Free Textbooks for California

By Kristen Domonell. In a step toward improving college access and affordability, California Gov. Jerry Brown has passed two bills that will provide students with free access to digital textbooks.
Bills 1052 and 1053, passed last week, call for creating free, open source digital textbooks for 50 of the most widely taken introductory courses among the University of California, and California Community College systems, and creating a state digital open source library to house the texts.
But just how much an impact this legislation will have on students’ out-of-pocket textbook costs is impossible to predict until the texts have been created and made available, says Jason Lorgan, director of the University of California, Davis stores.
“The principles of academic freedom would still be in play,” says Lorgan. “The faculty member would still have to determine if [the material] is appropriate for their course.”
Use of the texts will not be mandatory, so it will take most instructors’ willingness to adopt the textbooks in order for any true impact to be seen. Put into perspective, assuming biology is one of the subjects chosen for a digital textbook, there may be 1,000 intro to biology classes in California, with 40 different textbooks in use in those courses, shares Lorgan. “In the existing marketplace, faculty don’t often agree on what the best content is to teach their students in their course.”
The quality of the texts, of course, will be key for getting open source doubters on board.
“We have very few faculty on our campus that are currently using open educational resources,” says Lorgan. “The number one reason faculty have given is they don’t feel the content is of comparable quality to the textbooks existing in the marketplace now. If the quality is spectacular and faculty adopt these materials in significant numbers there will be a significant affordability impact, but it’s really hard to predict until we see the materials.”
UC Davis was one of the first in the nation to test digital textbooks about seven years ago, and has been offering them as an option for hundreds of courses ever since. But despite an average 40 percent savings over the print texts, 98 percent of students at the university still choose print, shares Lorgan. For those not interested in digital textbooks, the open-source texts will be available in print for around $20, depending on length.
The state is working toward a goal of having the first free books available for the 2013-2014 school year.

Hackers Breach 53 Universities and Dump Thousands of Personal Records Online

Hackers published online Monday thousands of personal records from 53 universities, including Harvard, Stanford, Cornell, Princeton, Johns Hopkins, the University of Zurich and other universities around the world. The group of hackers, calling themselves Team GhostShell, claimed responsibility for the attack on Twitter and published some 36,000 e-mail addresses and thousands of names, usernames, passwords, addresses and phone numbers of students, faculty and staff, to the Web site Pastebin.com. In most cases the data was already publicly available, but in some instances the records included additional sensitive information such as students’ dates of birth and payroll information for university employees.
Typically, hackers seek such information because it can be used to steal identities, crack bank accounts or can be sold on the black market. Universities make ripe targets because they store vast numbers of personal records, often in decentralized servers. The records can be a gold mine because students often have pristine credit reputations and do not monitor their account activity and credit scores as vigilantly as adults. Dozens of universities have been plagued by breaches recently. Last August alone, the University of Rhode Island warned that students and faculty that their information may have been exposed. And at the University of Arizona, a student discovered a breach after a Google search exposed her personal information — and that of thousands of others at the university. Smaller computer breaches at Queens College and Marquette University were also reported.
In this case, the hackers said they were not motivated by profit but to “raise awareness towards the changes made in today’s education.” In a message accompanying the stolen data, they bemoaned changing education laws in Europe and spikes in tuition fees in the United States. But they also noted that in many cases, the servers they breached had already been compromised.
“When we got there, we found that a lot of them have malware injected,” the hackers wrote on Pastebin.
To breach servers, the hackers used a technique known as an SQL injection, in which they exploit a software vulnerability and enter commands that cause a database to dump its contents. In the case of some universities, the hackers breached multiple servers. In several cases, hackers breached student and alumni blogs– which contained things like usernames and passwords–not the university servers themselves. At Princeton, for instance, hackers breached a WordPress blog for Princeton alums based in the United Kingdom which contained several usernames and encoded passwords. IdentifyFinder, a firm that works to prevent identify theft from security breaches, analyzed the published data and said it appeared to be legitimate. The company analyzed the data and found 36,623 unique e-mail addresses and tens of thousands of student, faculty and staff names as well as thousands more usernames and passwords, some encrypted but many stored in plain text.
Aaron Titus, a spokesman for IdentityFinder, said that in analyzing the hackers’ attack methods, there was evidence that in many cases they had been inside the universities’ systems for “at least four months.”
Lisa Ann Lapin, a spokeswoman for Stanford University, said that the university discovered the breach Tuesday evening. She confirmed that two departmental Web sites belonging to the university had been accessed, but said the servers “have been secured.”
“Our information security officers consider the breaches to be minor in nature,” Ms. Lapin said. “No restricted or prohibited data was compromised, nor was any sensitive or other personal information that could lead to identity theft.”
At colleges across the country, some students set up sites that allowed students and faculty to search the leaked data for their information. For instance, at the University of Pennsylvania, Matt Parmett, a junior, created a Web site that made it possible for classmates to search the leaked data by name.

Digital Competence in practice: An analysis of frameworks

Its objective is to understand how digital competence is currently understood and implemented in fifteen (15) cases, drawn from school curricula, implementation initiatives, certification schemes and academic papers. Preface

With the 2006 European Recommendation on Key Competences,1 Digital Competence has been acknowledged as one of the 8 key competences for Lifelong Learning by the European Union. Digital Competence can be broadly defined as the confident, critical and creative use of ICT to achieve goals related to work, employability, learning, leisure, inclusion and/or participation in society. Digital Competence is a transversal key competence which enables acquiring other key competences (e.g. language, mathematics, learning to learn, cultural awareness). It is related to many of the so-called 21st Century skills which should be acquired by all citizens, to ensure their active participation in society and the economy.
This report is part of a project on Digital Competence (DIGCOMP), launched by JRC-IPTS IS Unit under an Administrative Agreement for DG Education and Culture with an objective to contribute to better understand and develop Digital Competence in Europe. The project is being carried out between January 2011 and December 2012. The objectives of the project are:
- To identify the key components of Digital Competence in terms of the knowledge, skills and attitudes needed to be digitally competent;
- To develop Digital Competence descriptors that will feed a conceptual framework/guidelines that can be validated at European level, taking into account relevant frameworks currently available;
- To propose a roadmap for the possible use and revision of a Digital Competence framework and descriptors of Digital Competence for all levels of learners.
The project aims to achieve these objectives in collaboration and interaction with stakeholders at European level. This report contributes to the second work package of the project, by mapping and analyzing case studies where Digital Competence is being developed, acquired, and assessed or certified.

6 Conclusions

This report collects and analyses 15 frameworks that develop Digital Competence. These frameworks vary in scope (from school curricula to certification schemes to academic papers) and target groups (adults, children, the young, the elderly). The analysis carried out in this report identified three areas to be reported upon: a definition of Digital Competence, the identification of competence areas and a discussion on the levels.
According to the different understandings of Digital Competences in the cases studied here, we propose the following definition of Digital Competence: Digital Competence is the set of knowledge, skills, attitudes (thus including abilities, strategies, values and awareness) that are required when using ICT and digital media to perform tasks; solve problems; communicate; manage information; collaborate; create and share content; and build knowledge effectively, efficiently, appropriately, critically, creatively, autonomously, flexibly, ethically, reflectively for work, leisure, participation, learning, socialising, consuming, and empowerment.
This definition is encompassing and should be considered for the development and implementation of Digital Competence frameworks. It highlights that Digital Competence is built on different learning domains (knowledge, attitudes and skills) and spreads across several competence areas.
Several of the frameworks selected for this analysis suggest that technical skills constitute a central component of Digital Competence. In our opinion, having technical skills at the core of a Digital Competence model does not give enough importance to other equally relevant aspects. Digital Competence should be understood, in its wider sense, as a multi-faceted concept. Figure 10 summarises the competence areas that emerged from the 15 frameworks presented in this report. Each component has been taken from more than one framework.
We wish to suggest that technical operations should be considered like any other component of the framework.
acknowledged that, although the intention was to simplify the different proposals of the frameworks into a simple list of main elements, some of the foreseen items still overlap with other categories. All areas are here explained taking current examples from the analysed frameworks. Information management refers to the knowledge, skills and attitudes (henceforth: KAS) needed to identify, locate, access, retrieve, store and organise information. Collaboration refers to the KAS for linking with other users, participate in networks and online communities, and interact with others constructively and with a sense of responsibility. Communication refers to the KAS for communicating through online tools, taking into account privacy, safety and netiquette. Creation of content and knowledge refers to the expression of creativity and the construction of new knowledge through technology and media, and also to the integration and re-elaboration of previous knowledge and content and its dissemination through online means. Ethics and responsibility is understood as the knowledge, attitudes and skills needed to behave in an ethical and responsible way, aware of legal frames. Evaluation and Problem-solving is understood in more than one case study as the identification of the right technology and or media to solve the identified problem or to complete a task and also as the assessment of information retrieved or the media product consulted. Finally, technical operation is the area that refers to the KAS one needs for effective, efficient, safe and correct use of technology and media. It should be noted that some of the analysed frameworks are not internally consistent, which is to say that they define Digital Competence in one way and then describe it differently in terms of practice. For instance, the competence areas that are listed in the definition do not necessarily coincide with the description of competences in the framework. In developing the above descriptors, we have sought to be consistent with the definition proposed earlier on in the report.
The above competence areas refer to knowledge, attitudes and skills. In particular, we would like to highlight that attitudes should be taken into account in the development of a Digital Competence framework. The attitudes that are listed in the definition should be considered, namely: effectively, efficiently, appropriately, critically, creatively, autonomously, flexibly, ethically, reflectively; together with awareness. However, not all attitudes are necessarily relevant for all competence areas: therefore, attitudes should be selected according to the needs of the specific competence area.
Regarding levels, it was noted that the analysed frameworks develop levels according to three criteria: age of learners; width or depth of the application-related content; cognitive complexity. We suggest that all three criteria should be considered when developing levels for the DIGCOMP framework. At the same time, we believe that levels should not be crosscutting the competence areas, but should be differentiated. This is to say that levels might vary between competence areas and that any learner should be allowed and encouraged to work at different levels according to each competence area.
