France Stratégie a constitué un comité dont la présidence a été confiée à Philippe Maystadt, le président de l’Académie de recherche et d’enseignement supérieur de la Fédération Wallonie-Bruxelles.
Le Programme d’investissements d’avenir (PIA) a été doté de 35 milliards d'euros lors de son lancement en 2010 (PIA 1), puis de 12 milliards d'euros supplémentaires avec le PIA 2 mis en place en 2013. Il se traduit par des appels à projets nationaux autour de thématiques d’avenir destinés à sélectionner des équipes d’excellence (biotechnologies, recherche fondamentale, réseaux électriques intelligents, etc.). Les projets sont évalués par un jury international ou des experts indépendants réunissant des compétences de haut niveau chargé de sélectionner les projets innovants, à fort potentiel de croissance.
