EUA and HUMANE explore university management in times of funding changes

LogoEUA and HUMANE, the Heads of University Management and Administration Network in Europe, co-organised last week (22-23 November) an open seminar at the University of Aveiro (Portugal) dedicated to the challenging question “how to fund universities efficiently”. 
Held in the framework of the DEFINE project, some 60 participants discussed the impact of a variety of measures aiming at enhancing funding efficiency in higher education on university management. Thomas Estermann presented the preliminary results of EUA’s analysis on the topic, covering 22 European countries while case studies from six different countries illustrated the challenges associated with changing funding models, mergers and concentration processes. New computer network for universities launched

Known as JANET 6, the government-funded resource will be universally available across the higher education sector, as well as to further education colleges. 
It will be able to handle up to 8.8 terabits of capacity (roughly the same as 16 million photos) and cost £25 million to develop. More...

Holland offers European experience

Independent Scotland would seek research council access

Released today, Scotland’s Future: your guide to an independent Scotland also argues that it would still be possible to charge tuition fees to students from the rest of the UK under EU law. The proposal on research councils is likely to be controversial because Scottish universities are widely considered to win a disproportionate amount of funding under the present arrangements. Can Dutch higher education maintain its leading edge?

For a small country it appears to be punching well above its weight with regard to attracting international students. But recent budget cuts and an increasingly insular attitude could threaten its leading position.
The statistics seem to point to a blossoming, impressive performance.

International search for highlands and islands v-c

How entrepreneurial are you? asks Brussels

A new online service was launched last week by the European Commission and the OECD to help universities better understand their place in today’s market-oriented world by measuring how entrepreneurial they are. 
The initiative, HEInnovate, is a self-assessment tool enabling universities to assess their performance in seven areas: leadership and governance, organisational capacity, teaching and learning, pathways for entrepreneurs, university-business exchange, the internationalised institution, and impact measurement. Foreign graduates forced out in 10 days

Writing in the Swedish newspaper Sydsvenskan, the rector of Lund University, Per Eriksson, and a member of the European Parliament, Cecilia Wikström, said the harsh regulation was counterproductive to Swedish interests, while Per-Olof Rehnquist, head of administration at Gothenburg University, on his blog page described the decision as “stupid and shameful for Sweden”. Horizon 2020 – Europe's grand research funding scheme

The European Parliament voted last Thursday on the final version of the union’s record research and innovation programme for 2014-20, dubbed Horizon 2020. The European Union (EU) has allocated €79 billion (US$106 billion) to spend on research and innovation projects, not just on the continent but also around the world. 
The European University Association, or EUA, welcomed the 21 November approval by the parliament. More...
