Entry and graduation rates still poor

But it still sees a need for the country to raise entry and graduation rates in higher education. Only a handful of countries managed to maintain or even reduce unemployment rates over the past few years, among them Austria, Switzerland and Turkey. In Germany, the share of young people who were neither employed nor participating in education or training programmes fell from 12% in 2008 to 11% in 2011, compared with the OECD average of around 16%. Des débuts de trajectoire durablement marqués par la crise?

Malgré la crise financière de fin 2008, le chômage des jeunes entrés sur le marché du travail en 2004 arrive, sept ans plus tard, fin 2011, à un niveau voisin de celui de leurs aînés entrés en 98. Pour autant, les non-diplômés auront dès le départ pâti de la mauvaise conjoncture et des statuts précaires. Les diplômés du secondaire semblent, eux, avoir été largement impactés par la crise. Les progressions de salaire ont aussi été freinées, notamment pour les diplômés de l’enseignement supérieur.

Deutsches Bildungssystem trotzt der Finanzkrise

Education: The best protection against an economic crisis

The insight that education is valuable both to individuals and to countries is not new. Using continuously improving data and statistical tools, we have come to understand and appreciate the magnitude of education’s impact on employment, income, health and life opportunities in general. From a purely economic point of view, private returns on investment are well beyond 10% per year, and public returns are only slightly below that figure. Fears that increasing participation and greater numbers of graduates – resulting in ever-increasing numbers of highly qualified people in the work force – would result in some kind of inflation, in diminishing returns and burgeoning graduate unemployment could not be confirmed by the data.

When the financial crisis erupted in 2007-08, rapidly turning into a global economic recession and a fiscal crisis in the Euro-zone and other countries, it was very difficult to predict its impact on education. Data for the years 2008 and 2009 showed that in the first years of the crisis, the impact on education remained limited and was confined to countries in severe crisis, such as Ireland, Iceland and Greece. Education is generally protected from shocks to the economic system because of its intrinsic slow pace of change. Individuals and families did not drastically alter their patterns of participation in education; and in the first years of the crisis, governments used stimulus packages and deficit spending to try to soften the blow, leaving education budgets more or less untouched. But we know that things started to change dramatically from 2010 onwards, when unemployment – especially among youth – climbed steeply and governments turned into austerity mode.

Education at a Glance 2013, the OECD’s reference on education indicators and statistics, for the first time provides a comprehensive set of data covering the years 2010 and 2011. The data convey a consistent, but also somewhat surprising picture. A great deal of the economic and social hardship caused by the crisis fell chiefly on less-educated individuals. The unemployment gap between well-educated young people and those who left school early widened during the crisis. On average across OECD countries, 5% of those with a tertiary education were unemployed, against 13% of those without an upper secondary education. Between 2008 and 2011 the unemployment rate for the latter group increased by 4%, while it rose by only 1.5% among the highly educated. The earnings gap widened as well: the average difference in earnings between highly educated and low-educated individuals grew from 75 percentage points to 90 percentage points between 2008 and 2011. The scary reality of China’s debt crisis

The headlines today were awash with relief that China’s liquidity crisis has subsided, as the central bank, the People’s Bank of China (PBOC), finally came to the aid of banks after a week-long standoff. But it’s hard to look at this chart and see cause for relief:
“Keep in mind 8-9% is right on the edge of the market breaking down,” says Patrick Chovanec, chief strategist at Silvercrest Asset Management. Even as the overnight rate came down, he notes, the 14-day and 1-month rates spiked today. “It’s kind of like how in Beijing…[the pollution has] been off the charts for so long that when it goes back down to ‘hazardous’ we’re like, ‘Oh, it’s great.’”
That’s because the core problem isn’t simply a seize-up in liquidity. Rather, it’s that rolling over the piles of debt amassed over the last few years requires ever-increasing amounts of liqudity, and that’s becoming harder and harder to perpetuate. Read more...

Comment résoudre la crise de l'éducation ? Faut-il redé­fi­nir le métier d'enseignant comme le pré­co­nise la Cour des comptes dans un récent rap­port?
Je ne crois pas que la crise actuelle relève de mesures tech­niques, ou démo­gra­phiques, ou de savoir s'il faut ou non conser­ver le col­lège unique... Il s'agit d'abord d'une crise intel­lec­tuelle: ces der­nières années, on s'est beau­coup perdu dans les poli­tiques éduca­tives et on ne sait plus très bien ce que signi­fie la trans­mis­sion des connais­sances. Le suc­cès de l'enseignement sous la IIIe République est dû à Ferdinand Buisson qui a su défi­nir les contours d'une éduca­tion de la République. Le phi­lo­sophe Denis Kambouchner dit que l'école est une ques­tion phi­lo­so­phique et il a rai­son, c'est de cela que l'on manque aujourd'hui. New EUA Public Funding Observatory report and online tool outline trends in higher education funding in Europe

http://www.eua.be/Libraries/Newsletters_2013/PFO_print_screen_full_page_resized.sflb.ashxEUA this week (10 June) releases the latest edition of its Public Funding Observatory report which monitors the impact of the economic crisis on universities and identifies trends in public funding to higher education institutions across Europe since 2008. The report is launched in tandem with a new interactive online tool which provides a range of data for 23 European systems and allows the user to look at developments in recent years in a customised way. Detailed country sheets with data for each system can also be downloaded.

The latest EUA update provides a new analysis of the pressures that many countries face in terms of funding for higher education institutions, in particular by taking account of the impact of inflation and changes in student numbers. The report confirms that while no system has been left completely unaffected by the crisis, there is still a risk of a widening gap in terms of university funding between different parts of Europe. Many countries in eastern and southern Europe still appear to be more affected by the crisis than many countries in northern and western Europe although there are notable exceptions.
EUA has warned that this situation is unsustainable both for the affected countries and Europe as a whole. Reduced investment weakens countries’ research capacities and knowledge base, and impacts negatively on the development of their knowledge economy.
In addition, such divergent trends decrease the potential for cross-border academic and scientific cooperation and put the completion of the European Higher Education and Research Areas at risk. It could also risk provoking a “brain drain” of talented researchers from these countries and could make it harder for universities in these countries to participate in European funding programmes which work under the principle of co-funding (i.e. the university must provide funding alongside the European funding for projects). European Funding schemes, like Horizon 2020, therefore need to take account of these trends and establish appropriate funding rules.
