UK ‘overtakes Japan’ on Chinese collaboration

Times Higher EducationBy Elizabeth Gibney. The UK has overtaken Japan to become China’s second most prolific research collaborator. Research published on 14 October shows that the UK is now only second to the US in terms of the number of joint research publications with China.
But the report, by the innovation charity Nesta in collaboration with Research Councils UK and the UK government, argues that the UK must become more ambitious in its strategy to work with the country, which now spends $163 billion (£102 billion) each year on research and development. Read more...

European academics 'see a bigger boost' from overseas collaboration

But when they do work with colleagues outside the continent, European researchers get a proportionally greater citation boost than US researchers, according to the report by Science Europe and the publisher Elsevier.
Studies have previously shown that collaborative research typically results in higher citations - a measure of the impact of research articles - with “outside region” collaboration having the greatest citation benefit. More...

Nuffic’s global Neso network

http://www.aca-secretariat.be/fileadmin/templates/2009/images/logosmall.jpgAt the beginning of June, ACA’s Dutch member organisation – the Nuffic (the Netherlands organisation for international cooperation in higher education) – announced that it will be forced to close down part of its world-known Neso offices (Netherlands Education Support Offices) in the near future. The measure will become “inevitable”, as a result of a 30% government-imposed cut into the budget for Neso activities. ACA shares Nuffic’s disappointment with the Dutch government’s plans, which however still need parliamentary approval.
It remains to be announced which of the ten offices will be closed down, but it is nevertheless very clear that the Nuffic remains committed to its overseas activities. Along these lines, Nuffic’s Director-General, Freddy Weima, recently declared “We will do everything in our power to make sure our Neso activities remain as effective as possible despite the cutbacks. To this end, we will be entering into negotiations with the Ministry of Education, Culture and Science, the research universities and universities of applied sciences”, showing that the organisation is by no means ready to give up.
Starting from 2001, the Nuffic Nesos have been established in close cooperation with the Ministry of Education, Culture and Science and the Dutch higher education institutions, in locations of strategic importance for the Dutch higher education system. Since 2008, Nesos have been active in a total of ten countries, all of them emerging economies that were deemed to offer good opportunities for Dutch research universities and the universities of applied sciences. The Nuffic Nesos are currently located in Brazil, China, India, Indonesia, Mexico, Russia, Taipei, Thailand, Vietnam and South Korea. These offices play a key role in promotion and information provision, but also fulfil other specific tasks (e.g. involvement in Brazil’s prestigious “Science without borders” initiative). In 2012, about 10 500 students from the various Neso countries were enrolled at Dutch higher education institutions, an increase of almost 24% compared to 2007.

RUOA survey on setting up of territorial cooperation structures in HE and research

http://www.eua.be/images/logo.jpgThe Network of Universities of the Western Atlantic (RUOA), a French non-profit organisation, has been running a project entitled “EU benchmark of interuniversity cooperation structures”.
As part of this initiative, 25 subnational and crossborder cooperation structures from Western Europe have taken part in a survey between July and November 2012.

Visite du secrétaire exécutif de l’ANAQ-SUP

http://www.aeres-evaluation.fr/var/aeres/storage/images/media/images/jmg_0098-0552/309352-1-fre-FR/JMG_0098-055_medium.jpgDans le cadre de la préparation d’un accord de coopération entre l’AERES et l’Autorité nationale d’assurance qualité de l’enseignement supérieur au Sénégal (ANAQ-SUP), le Professeur Papa GUEYE, secrétaire exécutif de l’ANAQ-SUP, a effectué une visite d’étude à l’AERES les 17 et 18 juin 2013. A cette occasion, il a répondu à nos questions :
Quel était l’objet de votre visite à l’AERES ?
Il s’agissait d’une visite d’étude pour comprendre l’organisation et le fonctionnement de l’AERES. Les différents échanges, très enrichissants, avec la direction et des responsables administratifs et scientifiques de l’Agence m’ont permis de m’imprégner de ses activités et de la manière dont elle est gérée sur les plans administratif et scientifique. En parallèle, nous avons préparé avec Patricia Pol, responsable de la Mission affaires européennes et internationales de l’AERES, un projet d’accord de coopération entre l’ANAQ-SUP et l’AERES. Ce projet a pour objectif :

  • d’organiser une visite scientifique à l’AERES de personnalités et de techniciens de l’ANAQ-SUP ;
  • d’échanger des experts de l’AERES afin qu’ils participent à des évaluations et des ateliers de formation de l’ANAQ-SUP ;
  • d’évaluer ensemble des formations délocalisées d’établissements français au Sénégal.

Récemment créée, quelles sont les missions de l’ANAQ-SUP ?
« L’Autorité nationale d’assurance qualité de l’enseignement supérieur a été créée par décret n°2012837 du 7 août 2012, sous la tutelle du ministère de l’enseignement supérieur et de la recherche sénégalais. Cette création s’inscrit dans le cadre des réformes entreprises par le gouvernement à la suite de plusieurs études ayant démontré que la qualité et l’efficacité de l’enseignement supérieur sénégalais baissaient d’année en année. Dans ce contexte, l’ANAQ-SUP a pour mission de contribuer à assurer la qualité du système d’enseignement supérieur sénégalais, de ses institutions et de ses filières de formation. A ce titre, elle est chargée :

  • d’évaluer les établissements d’enseignement supérieur et les programmes de formation ;
  • d’accompagner les établissements dans le développement et la mise en œuvre de leur procédure interne d’assurance qualité et d’autoévaluation ;
  • de donner un avis technique au ministère sur les demandes d’accréditation et d’habilitation des établissements publics et privés.

A l’issue de la concertation nationale sur l’enseignement et la recherche qui s’est tenue en avril 2013, il a été décidé d’élargir les missions de l’ANAQ-SUP à la recherche et à l’innovation. L’Autorité évaluera désormais les unités de recherche après modification de son décret de création et de son organigramme.
Quelle organisation l’ANAQ-SUP a-t-elle mise en place ?
« L’ANAQ-SUP est dotée d’une autonomie financière. La gouvernance repose sur : un conseil d’administration qui contrôle le budget et supervise les activités, en conformité avec la politique gouvernementale (12 membres institutionnels) ; un conseil scientifique responsable du programme académique scientifique et technique de l’Autorité (7 conseillers) ; un secrétariat exécutif qui assure la direction de l’Autorité (14 agents). D’un point de vue méthodologique, l’ANAQ-SUP a élaboré deux référentiels et deux guides d’évaluation : un référentiel pour l’évaluation des établissements, un référentiel pour l’évaluation des programmes de formation, un guide d’autoévaluation des établissements et un guide d’évaluation externe. L’ANAQ-SUP produit chaque année un rapport sur ses activités d’évaluation, remis au Ministre de l'enseignement supérieur et de la recherche et mis à la disposition du public.

Bénin – Formation sur l’évaluation des activités et structures de recherche

http://www.aeres-evaluation.fr/extension/aeres_ext/design/aeres/images/css/logo.pngDans le cadre de l’appui de la coopération française au pilotage et à la gouvernance de la recherche scientifique au Bénin, Pierre Glaudes, directeur de la section des unités de recherche de l’AERES, a animé un atelier de formation sur l’évaluation de la recherche, à Possotomé du 26 au 28 juin derniers.
Piloté par la Direction nationale de la recherche scientifique et technologique (DNRST) du Ministère de l’enseignement supérieur et de la recherche scientifique et l’ Institut français du Bénin, l’atelier avait pour objectif de former aux principes, méthodologies et outils de l’évaluation des activités et des entités de recherche.
Cet atelier qui a réuni une vingtaine de participants a permis de partager l’expérience française, l’expertise de l’AERES et les standards internationaux en la matière et de réfléchir à une méthodologie propre au contexte scientifique béninois.

UK and Mexico to Continue their Collaboration on Higher Education

http://www.openequalfree.org/wp-content/uploads/2012/01/OEFhorBlueFinal.pngThe British Council and Mexico’s National Council for Science and Technology (CONACyT) recently signed a new Memorandum of Understanding (MoU) to expand the realm of their academic collaboration and institutional partnerships. The MoU was ratified during a meeting hosted by the British Council with major academic institutions of the UK. Dr. Julia Tagüeña, CONACyT’s Assistant Director for Scientific Development, said, “The MOU with the British Council is extremely important in driving forward our agendas in terms of developing young researchers and their international links, as well as wider international collaboration. This agreement would provide major opportunities for much greater links with the UK.” The new MoU specifies on enhancing human research capabilities and capacities in both the UK and Mexico. Memorandum of Cooperation between APQN and ECA

A Memorandum of Cooperation has been signed between the Asia-Pacific Quality Network (APQN) and the European Consortium for Accreditation in higher education (ECA).
This Memorandum is intended to facilitate cooperation between APQN and ECA and to set the basis for common projects in areas of mutual interest and benefit. These areas are: Mutual learning from each other and regular sharing of ideas and experiences; Mutual recognition of quality assurance decisions; Facilitation of cross-border higher education and quality assurance; Promotion of internationalisation of HEIs and of mobility of students; Establishing transparency tools in the area of HE and quality assurance; Striving towards excellence and professionalism in our own work; Developing modern accreditation external quality assurance systems; and Exchange of ideas, resources and experts in quality assurance.
