Palestine has the highest literacy rate among Arab countries. In 2013, the proportion of illiterate Palestinians (above 15 years of age) was 3.7 percent, of which 4 percent live in the West Bank and 3.2 percent in Gaza Strip. La formation continue pour passer le bac ou reprendre les études

Alors que pour les professionnels inscrits en licence ou en master, qualifiés et le plus souvent salariés, l’objectif est de gagner en responsabilités ou d’acquérir une double compétence, le but de celles et ceux qui suivent une formation continue accessible avec un niveau baccalauréat est tout à fait différent : il s’agit davantage de décrocher un diplôme. « Ils ne viennent pas poursuivre mais commencer des études supérieures. C’est ce que j’appelle la formation initiale différée », explique Alain Gonzalez, président de laformation continue à l’université, un réseau qui fédère près d’une centaine d’établissements. Pour les adultes peu qualifiés, la formation tout au long de la vie est moins un accélérateur de carrière qu’un nouveau départ professionnel...
De nombreux dispositifs existent, comme le diplôme d’accès aux études universitaires (DAEU). Environ 6 000 candidats décrochent chaque année cet équivalent du bac avant de se lancer dans des études supérieures...
Les adultes peu qualifiés qui poursuivent leurs études en licence 3 ou en master ne sont pas rares. Le gouvernement n’en demande pas tant. La loi de 2009 relative à l’orientation et à la formation professionnelle tout au long de la vie permet à tout un chacun de « progresser d’au moins un niveau de qualification au cours de [sa] vie professionnelle ». Adult Education and Training in Europe: Widening Access to Learning Opportunities

From analysis of national policies and institutional practice across Europe, this Eurydice Brief shows that:

  • Few countries have developed policy initiatives, strategies, targets and measures for improving access for people from groups currently under-represented in higher education.
  • Systems to monitor the social characteristics of students could be improved, and data linked to concrete policy purposes - such as improving access and reducing dropout for disadvantaged students.
  • The widening participation agenda is not yet followed through by governments and higher education institutions as a coherent policy approach involving access, retention and employability.

The Brief draws on key findings from the report, Modernisation of Higher Education in Europe: Access, retention and employability, and covers higher education systems in 34 European countries.
The modernisation agenda (European Commission 2011) supports higher education systems in Europe in responding to the needs of our increasingly knowledge-based economy and societies. To expand the knowledge base and foster progress, an increasing number of European citizens require high level knowledge and competences. Supporting the development of quality mass higher education systems is therefore high on policy agendas at both national and European levels.
