Des facteurs spécifiques et temporaires ont pesé, notamment la faible croissance des marchés traditionnels d’exportation, des tensions sociales, la détérioration de la sécurité dans la région et la crise libyenne. La hausse du nombre de fonctionnaires et des salaires publics a soutenu temporairement la demande mais s’est traduite par une dérive des comptes publics, des équilibres externes et une montée de l’inflation.
