Since 2014, the work of the Social Dialogue Committee focuses on the topic of information and consultation rights of civil servants and employees of central government administrations, particularly in the context of restructuring. As such, the Committee has begun negotiations and wishes to try to achieve, before the end of this year, a legally binding agreement setting out a framework of minimum requirements for information and consultation rights in public administrations in Europe. The plenary meeting of the Committee also helped to finalize a common response EUPAE / TUNED informing the European Commission of the will of the Committee to achieve a balanced text adapted to administrations, rather than seeing the scope of the directives applying to the private sector expanded. Expert meeting of the working party of senior public integrity officials (SPIO)
As part of the OECD public Governance committee network, an expert meeting of the working party of senior public integrity officials (SPIO) took place in Paris (OECD headquarter) on September 30 and October the 1st. First of several preparatory meetings on the update of the 1998 Recommendation on improving ethical conduct in the public service, the general purpose of the meeting was to share feedbacks of national initiatives regarding mechanism ensuring ethics among the public officials. Eight roundtables discussed sixteen issues, with key questions introduced by moderators. Groupe de travail d’experts de haut niveau dans l’intégrité publique (SPIO)
Dans le cadre du « comité de la gouvernance publique » (PGC) mis en place par l’OCDE, un groupe de travail d’experts de haut niveau dans l’intégrité publique (SPIO) s’est réuni au siège de l’organisation internationale à Paris les 31 septembre et 1er octobre 2015. Première d’une série de réunions portant sur l’actualisation d’une recommandation sur l’amélioration de l’éthique dans le secteur public, adoptée en 1998, elle a été l’occasion de partager les différentes initiatives en matière d’intégrité et de déontologie dans le secteur public. Administrative cooperation with Morocco
On September 14-17, the DGAFP arranged a study tour on the modernization of human resources management for a delegation of 3 civils servants from the Ministry or civil service and modernization of public administration (MFPMA) including the director for human and financial resources. The delegation met several units of the DGAFP and was also received by the Ministry for Agriculture and by the Budget Directorate (on topics related to Human Resources Information System); by the Services of the Prime minister (on the social report); and by the IGPDE (on professional training).
