Depuis leur création dans les années quatre-vingt, les contrats aidés ont régulièrement changé de nom ou de modalités, ciblant plus ou moins et successivement le secteur marchand ou non marchand, les jeunes ou les seniors ou les bénéficiaires de minima sociaux. Quel bilan peut-on tirer aujourd’hui de ces expériences ?
À court terme, les contrats aidés, particulièrement ceux du secteur non marchand, permettent de soutenir efficacement l’emploi. Ainsi, on estime que 21 000 emplois ont été créés en 2015 grâce à l’augmentation du nombre de contrats aidés : 13 000 dans le secteur non marchand, 4 000 dans le secteur marchand et 4 000 dans les structures de l’insertion par l’activité économique.
À plus long terme, en revanche, les effets sur l’insertion professionnelle sont mitigés. Si le passage en contrat aidé du secteur marchand semble avoir un effet positif sur la reprise d’emploi, les contrats aidés du secteur non marchand semblent plutôt, au vu des études existantes, réduire légèrement les chances d’être en emploi non aidé après la fin du contrat.
Dares Analyses 2017-021 - Les contrats aidés : quels objectifs, quel bilan ?
18 mois après leur inscription à Pôle emploi, 53 % des salariés licenciés pour motif économique entrés en contrat de sécurisation professionnelle (CSP) en avril ou mai 2014 occupent un emploi salarié ou ont créé une entreprise. Ce taux est proche de celui des autres demandeurs d’emploi interrogés, mais à caractéristiques individuelles similaires (âge, diplôme…), les bénéficiaires du CSP sont plus souvent en emploi que les autres. Toutes choses égales par ailleurs, les adhérents au CSP occupent également plus souvent des emplois durables, c’est-à-dire à durée indéterminée ou à durée déterminée de plus de six mois.
Les bénéficiaires du CSP se distinguent également des autres demandeurs d’emploi par le fait qu’ils ont beaucoup plus souvent effectué une formation durant les 12 mois qui suivent l’inscription à Pôle emploi.
Quel que soit l’accompagnement dont ils ont bénéficié, une majorité de demandeurs d’emploi qui ont retrouvé un emploi en sont globalement satisfaits, même si près de 80 % d’entre eux déclarent avoir dû faire au moins une concession pour retrouver cet emploi – notamment en termes de rémunération.
