Malaysia recently issued a ten year plan for its higher education system. The plan outlines five key aspirations: to increase enrolment in higher education institutions to 70 per cent, to improve the quality of graduates, institutions and the overall system. The target for quality includes getting four universities in the top 200 of the QS World University Rankings and two in the top 100 as well as one in the top 25 of the QS Asian University Rankings.
