By Paul Kniest. The House Representatives has passed the Higher Education and Research Reform Amendment Bill 2014.
The Bill includes amendments to the Higher Education Support Act (HESA) 2003 and other legislation which if adopted would implement the government’s proposed changes to higher education as announced in the 2014-15 Budget. The Bill is made up of following ten schedules:
- Deregulation, expansion of demand driven system and other measures
- New Commonwealth Scholarship Scheme
- Indexation of HELP debts
- Minimum Repayments for HELP debts
- Research funding and research students
- VET-FEE HELP loans and fee limits
- HECS-HELP benefit
- Indexation amounts
- University name change

The National Tertiary Education Union (NTEU) is confident that today’s Senate decision to refer the Higher Education and Research Reform Amendment Bill 2014 to the Senate’s Education and Employment Legislation Committee will expose Minister Pyne’s policy agenda as one that will undermine the fundamental characteristic of Australia’s public higher education system: where access is based on a student’s academic ability and not their capacity to pay.
The Inquiry will be presented with evidence that will clearly show that:
- The proposal to impose market determined interest rates on HELP debt will impact most heavily on low income graduates and those who take career breaks, predominantly women;
- The 20% cut in funding per student will impact heavily upon regional and outer metropolitan universities, who are most reliant on government funding as they will be constrained in their ability to compensate for lost revenue from increased student fees;
- The operation of the new Commonwealth scholarship scheme is structurally flawed and inherently unfair on those universities with relatively large numbers of disadvantaged students;
- The cuts to research training funding and the introduction of tuition fees for higher degree research (PhD) students will make pursuing an academic or research career even more unattractive for Australia’s brightest students; and
- The opening up of government supported places to private for-profit providers will undermine the financial viability of some of our public universities just as similar policies in Victorian vocational education have failed public TAFE institutes. More...

Le Portail WHED de l’AIU (www.whed.net) est le nouvel outil de référence sur les systèmes, les diplômes et les établissements d’enseignement supérieur du monde entier de l’Association internationale des Universités (AIU). Un accès aux fonctions de base permet à tous de consulter librement les informations disponibles sur le portail. Un accès aux fonctions avancées (MyWHED) est offert aux Membres de l’Association. Le Portail contient des informations sur les systèmes d’enseignement et les diplômes de plus de 180 pays, ainsi que des informations sur quelque 18,000 établissements d’enseignement supérieur de par le monde.
Données sur les systèmes et les diplômes
A partir des informations mises à disposition par les organismes en charge de l’enseignement supérieur de chaque pays, le Portail décrit:
• La structure du système d’enseignement supérieur ;
• Les différents niveaux d’étude ;
• Les organismes en charge de/ lien avec l’enseignement supérieur ;
• Les critères d’admission (y compris pour les étudiants internationaux) ;
• Le système d’assurance qualité et de reconnaissance des diplômes;
• La vie étudiante ;
• Les niveaux d’enseignement et leurs critères d’admission ;
• Les principaux diplômes.
Données sur les établissements d’enseignement supérieur
Sur la base des informations mises à disposition par les organismes en charge de l’enseignement supérieur de chaque pays., une collecte de données s’effectue auprès des établissements d’enseignement offrant au moins un diplôme de deuxième cycle ou un diplôme professionnel en 4 ans. Les données sur les établissements comprennent:
• des informations générales;
• Les noms des principaux responsables des établissements;
• La liste des facultés/ Départements
• Les domaines d’étude ;
• Les diplômes proposés ;
• Les services aux étudiants ;

The Portal.
The IAU WHED Portal (www.whed.net) is the International Association of Universities’ (IAU) latest reference tool on higher education systems, degrees and institutions around the world. Basic access allows all users to access the information contained in the portal, while an enhanced access (MyWHED) is offered to IAU Members. Enhanced access provides advanced search options, printing and extraction facilities.
Content
The portal contains information on the education systems and credentials in over 180 countries, as well as information on some 18,000 institutions around the world.
Data on Systems and Credentials Using information made available by the national competent bodies in each country, the portal presents data on the education system of each country as follows:
• the overall structure of pre-higher and higher education system;
• the different stages of study;
• the national bodies responsible for higher education;
• the admission requirements (including for foreign students);
• the quality assurance/recognition system;
• student life;
• education level and entrance requirements;
• the main credentials offered.
Data on Institutions
Entries are selected on the basis of the information made available by the national competent bodies in each country. Information is then collected from those degree-granting institutions offering at least a post-graduate degree and/or a professional diploma in four years or more.
Institutional data comprises the following:
• general information;
• names of officers;
• list of academic divisions and study areas;
• degrees offered;
• student services and facilities;
• student and academic staff numbers. More...
L'AIU annonce le lancement officiel de son Portail WHED (Base de données mondiale sur l'enseignement supérieur), l'outil de référence sur les systèmes d'enseignement supérieur, les diplômes et les institutions du monde entier le plus complet.
Le Portail est ouvert à tous, cependant les membres de l'AIU bénéficient de fonctions avancées (recherche avancée, possibilité d'impression et d'extraction de données) via un login et l'accès à MyWHED.
Le Portail remplace le CD-ROM WHED, dont la dernière édition est parue en 2013.

The IAU is pleased to announce the official launch of the World Higher Education Database (WHED) Portal, the most comprehensive reference tool on higher education systems, degrees and institutions worldwide.
The Portal is open to all users, but IAU Members benefit from advanced features (advanced search, printing and extraction facilities) through login in MyWHED.
The IAU WHED Portal replaces the WHED CD-ROM, which last edition was released in 2013.
