The EU's Association Agreements with Georgia, the Republic of Moldova and Ukraine
On 27 June 2014 the EU will sign Association Agreements with Georgia and the Republic of Moldova and complete the signature process with Ukraine, each providing for a Deep and Comprehensive Free Trade Area. "The signature of the Association Agreements with Georgia and the Republic of Moldova and the completion of the signature process of the Association Agreement with Ukraine will be a very important moment both for the EU and for the countries concerned", said President Barroso. "For our three partners it is recognition of their strong political determination and sovereign choice of a closer political association and economic integration with the European Union. For the EU it is a solemn commitment to accompany them, each step of the way along the road of transforming their countries into stable, prosperous democracies."

Commission calls for action as survey reveals more than 80% of teachers in the EU feel undervalued
More than a third of teachers in the European Union work in schools with a shortage of qualified staff and nearly half of school leaders report a shortage of teachers for special needs' pupils. While nearly 90% of teachers in the EU say they are satisfied with their jobs, 81% feel teaching is not valued in society. Although teachers feel well equipped for the job, early career support is not universally available. These are among the main findings of the new Teaching and Learning International Survey (TALIS), carried out by the Organisation for Economic Co-operation and Development (OECD). The survey, based on teachers' perceptions of their career conditions, includes feedback from 55 000 lower secondary teachers and school leaders in the EU. The European Commission has analysed the TALIS findings and its implications for EU education and training policy in a report which is also issued today.
TALIS reflects the views of teachers from lower secondary schools in 19 EU countries and regions (BE nl, BG, ES, CZ, CY, DK, EE, FI, FR, HR, IT, LV, NL, PL, PT, RO, SE, SK, UK-ENG), as well as 15 other countries: the United States, Australia, Brazil, Chile, Serbia, Singapore, Iceland, Israel, Japan, Malaysia, South Korea, Mexico, Norway, Abu Dhabi and Alberta in Canada.
"Some of the messages coming out of TALIS have worrying implications for the future of teaching as a career. Unless Member States take action to attract and retain the best teachers, we will undermine progress in advancing the quality of education in Europe. The Commission stands ready to help Member States design policies and measures to make teaching a more attractive profession," said Androulla Vassiliou, the European Commissioner for Education, Culture, Multilingualism and Youth.

One Voice for Languages
The importance of language learning for employment, education and intercultural understanding was highlighted at the launch of a new group promoting language learning in Ireland.
One Voice for Languages is a group of over 200 linguists, academics, teachers, parents, arts representatives and business leaders who have come together to highlight Ireland’s deficit in 21st century language skills and the diminishing status of language learning in the Irish education system.
Responding to repeated calls from industry leaders, employment specialists and experienced linguists, the group is seeking to raise awareness of the critical importance of language learning not only in terms of increasing employment possibilities and meeting industry needs, but also its broader value in the spheres of education, the arts and in the context of supporting social cohesion and intercultural understanding.
The group was officially launched at an event in Dublin hosted by Trinity’s School of Education and School of Languages, Literature and Cultural Studies on 14 November 2013. This is the first time that the support of language teaching and learning, including the teaching of Irish Sign Language, is being addressed by an umbrella group representing all levels of the education system, as well as business leaders and social entrepreneurs.
The One Voice for Languages group seeks to highlight how important languages are for Ireland, not only in terms of skills for the economy but also in terms of societal and cultural benefits. It was noted that the Ireland of today is indeed a rich tapestry of languages. The last census indicated that there are over 160 languages spoken in Ireland today and the group hopes to support the Irish Government in capitalising on the significant varied language and cultural backgrounds of our 21st century population and to equip Irish young people with the language skills they need to function in a country and a world where understanding across cultures is key.

Helping migrant workers improve their language skills
Better language skills for migrant construction workers is the focus of the CoLa-project (construction-related language learning for low-skilled migrant workers).
This project, co-financed by the European Commission, supports migrant workers’ professional career and social integration. It also aims to improve health and safety at European construction sites.
Construction is staffed by high levels of migrant workers. In many cases migrant workers lack host country and work-related language skills. Experts consider language deficiencies as a barrier to career development, to improving safety in the workplace and to a successful social integration.
