Malaysian Universities on Trial

The upward mobility through higher education was essential to reduce economic inequality and maintain national unity said Malaysian Prime Minister Mohammad Najib Tun Razak, speaking at UNITAR International University, Kuala Lumpur.
An article by the Oxford Business Group details Malaysia's concern with improving the quality of the country's universities, specifically with ensuring that Malaysia has at least one university in the world's top 50 by the year 2020 and three in the top 100 in the QS World University Rankings.
At present there are no Malaysian universities in the QS top 100 and the top university is Universiti Malaya, the country's oldest institution, in 167th place. However, the article notes that some universities are performing well in specific subjects. For example, Universiti Sains Malaysia was ranked 28th in environmental sciences and has done well in a number of other scientific and technical fields. Universiti Malaya was in the top 100 for computer science and three engineering disciplines.

Two thirds of Australians support workplace gender reporting

By Terri Macdonald (NTEU National Office). An Essential Media poll released today found that only 15 per cent of Australians think workplace gender reporting should be weakened to apply only to companies with more than one thousand employees.
On average, women are paid 17.5 per cent less than men in Australia. This gender pay gap has remained at between 15 and 18 per cent for the last two decades - prompting the Federal Government in 2012 to introduce new gender equality legislation requiring organisations (with 100 + employees) to report on their efforts to improve gender equity in their workplace, including the numbers of women employees, their pay rates and levels. Progress report on domestic violence provisions in Round 6 Enterprise Agreements

In July 2013 the NTEU Women’s Action Committee successfully recommended to the National Executive that they adopt the seven star checklist developed by the Domestic Violence Clearinghouse (and endorsed by the ACTU). The WAC called on Branches to seek at least four of the ‘stars’ in Enterprise Agreements – including extra paid leave.
The 7 ‘star’ principles are:

Dedicated additional paid leave for employees experiencing family or domestic violence;
Confidentiality of employee details must be assured and respected;
Workplace safety planning strategies to ensure protection of employees should be developed and clearly understood by the parties concerned;
The agreement should provide for referral of employees to appropriate domestic violence support services;
Provision of appropriate training and paid time off work for agreed roles for nominated contact persons (including union delegates or health and safety representatives if necessary);
Employees entitled to family and domestic violence leave should also be able to access flexible work arrangements where appropriate; and
Employees must be protected against adverse action or discrimination on the basis of their disclosure of, experience of, or perceive experience of, family and domestic violence. More...

Humanities and social science under attack

By Paul Clifton (NTEU National Office). The Abbott Government has announced it plans to redirect Australian Research Council (ARC) funding from ‘ridiculous’ research in the humanities and social science to research ‘on things that really matter.’

The Australian Research Council (ARC) has a broad mission, as stated on its website: ‘to deliver policy and programs that advance Australian research and innovation globally and benefit the community’. Its national competitive grants scheme supports high quality research, both fundamental and applied, ‘across all disciplines’, except for clinical medical and dental research, which are the province of the National Health and Medical Research Council (NHMRC). Moi, j’ai choisi l’ougaritique
Pour ne pas me lever trop tôt.
La formule B c’est bien pratique,
De plus, le prof c’est Cassuto.
Il nous explique sa méthode,
Ras Shamra et son alphabet.
Oula ce n’est pas si commode
De s’y retrouver dans ce chantier.

Déchiffrer le cunéiforme,
Ce n’est pas toujours rigolo;
Heureusement qu’Edouard Dhorme,
Bauer et aussi Virolleaud
Ont trouvé la clef qui nous ouvre
L’accès à ce monde inconnu.
Ami, viens avec nous, découvre
Un langage encore méconnu.
Nos traductions parfois divergent
D’avec la version de Caquot.
On n’est pas sorti de l’auberge,
Le nez plongé dans le dico.
Même Philippe reste perplexe:

Cette vieille littérature
N’a rien d’austère ni de lassant.
Carnages, meurtres et forfaitures
Font couler des fleuves de sang.
L’inceste et la pornographie
Etaient là il y a trois mille ans.

Qu’on se le dise, c’est excitant.
Au réveil, si je me sens patraque,
Je pense à ceux qui vont trimer,
Qui s’usent les yeux sur du syriaque
Ou grimpent à l’Echelle de Mahomet.
Ça me redonne du courage
Pour m’occuper d’Anat et de Baal,
Et à chaque nouvelle page
J’affine le système verbal.
Après dix jours d’efforts intenses
Les stagiaires sont lessivés.
Mais grâce à ce labeur immense
Ils sont fiers d’y être arrivés.
Egyptien, copte, langues sémitiques,
Hittite, pour eux n’ont plus de secret.
C’est de l’hébreu, pas de panique!
A l’Académie c’est le pied!

Déjà nos cours de langues anciennes
Sont sur le point de s’achever.

Higher but also more flexible teacher salaries

If one were to ask today’s education ministers which topics were at the forefront of their mind, they would almost certainly refer to the quality of the teaching work force in their country. Countries have been looking towards combination of ‘carrot’ and ‘stick’ policies to address quality concerns regarding teachers. ‘Stick’ policies mainly include strengthening accountability and teacher evaluation procedures, sometimes linked to student achievement measures. But many countries understand that tightening the screws on teachers might not be the best answer; the attractiveness of the teaching profession also comes into play. They are concerned that they don’t get the most promising students in teacher training, that they don’t recruit the best graduates in the teaching profession, and that many of them leave the profession too soon. Charting the way towards excellence and equity in education

Wider Benefits of Lifelong Learning

The EU-funded project ‘Wider Benefits of Lifelong Leaning (BeLL)’ was launched in November 2011, coordinated by the German Institute for Adult Education – Leibniz Centre for Lifelong Learning (DIE). European universities, private and public research institutions as well as The European Association for the Education of Adults (EAEA) form part of the work group. BeLL is the first project to collect comparative data on individual benefits of liberal adult education from 10 European countries.
At a seminar in Bonn at the German Institute for Adult Education in January 2014, the main results of the project were presented to government officials, academics and representatives of international organisations. The results show that benefits of adult education include learning motivation, social interaction, general well-being and life satisfaction. The outcomes also confirm that liberal adult education not only benefits the learner but also the wider social context. The aim of the one-day meeting was to open a discussion about further data analysis possibilities and generate policy recommendations regarding the provision of non-formal adult education.
UIL’s participation also yielded proposals for the third Global Report on Adult Learning and Education (GRALE III), in terms of methodology, data analysis and the possibility of selecting ‘Wider Benefits’ as the next theme.

Analyzing Completion Rates in the First French xMOOC
By Matthieu Cisel. Massive Open Online Courses (MOOCs) have spread incredibly fast since the foundation of Coursera and edX in 2012, initiating a worldwide debate over the place of online learning in educational systems.
Their low completion rates have repeatedly been criticized over the past two years, forcing researchers to take a closer look at their complex dynamics. Introduction to Project Management is the first French xMOOC; it was organized on Canvas.net in early 2013. Two certificates involving significantly different workloads were proposed to address the various expectations and constraints of MOOC participants. We show that learners’ personal aims and achievements are highly dependent upon their employment status, geographical origin and time constraints. Furthermore, the use of forums and involvement in peer-assessment are significantly associated with the level of achievement at the scale of the MOOC. Learners who interact on the forums and assess peer assignments are more likely to complete the course. More...

COER13, the “Online Course on Open Educational Resources (OER)”, aimed at increasing awareness of open educational resources. It was offered in Spring/Summer 2013 in a joint venture by eight e-learning experts from Austria and Germany with affiliations to five different institutions. More...
