Directors General for Higher Education recently met in Vilnius to discuss a number of issues related to higher education funding. Meanwhile, at last week’s Competiveness Council meeting, research ministers from across the EU held a policy debate on the state of the Innovation Union strategy and on the steps forward towards the completion of a common European Research Area (ERA). Finally, the European Research Council (ERC) has joined an international partnership supporting arXiv, one of the major scientific repositories in the areas of physics and mathematics, which is operated by Cornell University Library (US).
Presidency of the Council of the EU: Meeting of Directors General for Higher Education
Directors General for Higher Education from across the EU met recently in Vilnius (under the Lithuanian Presidency for the Council of the EU) to discuss higher education funding, in particular focusing on the issues of sustainability, efficiency and equity, and addressing reforms of the modernisation of higher education in the member states. EUA’s Thomas Estermann was invited to present EUA’s work in this area, including its Public Funding Observatory and its activities through the DEFINE project – Designing strategies for efficient funding of higher education in Europe.

Outcomes of the Competiveness Council meeting
At the latest “Competiveness Council” meeting in Brussels, European research ministers held a policy debate on the state of the Innovation Union strategy and on the steps forward towards the completion of the ERA. The debate, which took note of the EC’s ERA progress report, aimed to provide an input to the preparation of the forthcoming European Council summit on 24 and 25 October. Emplois dits "vacants": mieux former ne suffit pas
Pour pourvoir les milliers d'emplois restant trop longtemps vacants, la formation n'est pas la seule réponse, il faudrait aussi "mobiliser davantage Pôle emploi" et changer les méthodes de recrutement, préconise mardi le Conseil d'orientation pour l'emploi (COE).
La mise en oeuvre de "plans exceptionnels", comme le plan prioritaire de formation en cours pour 30.000 chômeurs, pourrait "être plus régulière", écrit dans un rapport l'instance d'expertise placée auprès du Premier ministre. More...

1. Cadre du séminaire
L'équipe de la revue est chargée par la Mission numérique pour l'enseignement supérieur (Mines-DGESIP) d'organiser un séminaire intitulé "Le numérique pour l'enseignement et l'apprentissage des langues pour non-spécialistes" à l'université Paul Valéry Montpellier 3 sous la responsabilité de Cécile Poussard.

2. Présentation générale
Le séminaire se situe en continuité et complémentarité de celui de Besançon de juillet 2012. Il se focalise sur l'apprentissage des langues par les étudiants spécialistes d'autres disciplines dans l’enseignement supérieur. La maîtrise des langues est effectivement un enjeu majeur pour le supérieur et est affichée comme une des priorités du Ministère. Leur apprentissage s'appuie de plus en plus sur des dispositifs introduisant le recours au numérique, autre axe prioritaire pour la DGESIP. La mobilité accrue des étudiants, les carrières de plus en plus internationalisées auxquelles ils doivent se préparer rendent la maîtrise des langues indispensable et demandent des dispositifs de formation flexibles dans lesquels le numérique a d'évidence toute sa place. Le séminaire permettra de compléter le panorama des solutions déjà mises en place et approfondira les questions-clés qui se posent pour de futurs développements ambitieux. On s'y attachera à montrer que tout projet doit savoir situer à leur juste place les enjeux technologiques, didactiques et pédagogiques et prendre en compte les perspectives, les attentes et les questionnements légitimes des acteurs concernés. Au-delà de toute fascination techniciste, on essaiera d'y mettre en valeur le potentiel du numérique quand on l'introduit de manière responsable et réaliste dans les offres de formation.

Rapport sur les emplois durablement vacants et les difficultés de recrutement
Dans un contexte de chômage élevé, l’existence d’emplois ne trouvant pas preneur est un paradoxe fréquemment dénoncé. Le Conseil d’orientation pour l’emploi (COE) s’est saisit de ce sujet et publie un rapport qui clarifie le contexte, les enjeux et formule des propositions.
La situation du marché du travail français est symptomatique : le nombre d’emplois à pourvoir ne diminue pas alors que le chômage augmente. Les employeurs déclarent qu’une proportion significative de leurs recrutements est difficile. Ces difficultés touchent inégalement les métiers et les territoires.

Brussels in brief: Updates on EU developments in education and research
European Commission publishes ERA progress report
On 23 September the European Commission published a European Research Area (ERA) “progress report”. The report follows the EC’s 2012 Communication “A Reinforced European Research Area Partnership for Excellence and Growth” which states that the Commission would develop an ERA monitoring mechanism to monitor ERA policy reforms and their implementation, to provide transparency to Council, the European Parliament and the scientific community.
The ERA Progress Report takes account of activities being undertaken by EUA and other European Stakeholder organisations in the framework of the voluntary Memoranda of Understanding and Joint Statement on the ERA signed with the European Commission.
In July 2012, EUA signed a Memorandum of Understanding (MoU) with the European Commission DG Research and Innovation, and a Joint Statement with the Commission and four other European stakeholder organisations (EARTO, LERU, NordForsk and Science Europe), committing the signatories to working in partnership towards achieving the ERA goals. Actions taken by EUA in the context of the MoU concern topics where universities’ own initiatives are already helping to overcome the identified barriers and bottlenecks to achieving the ERA, and where EUA has been working with its membership to promote wider “take-up” and development of good practices already in place.

PQC project: Universities and quality assurance agencies come together to discuss quality culture
EUA and ENQA, together with other project partners, recently (11-13 September) organised a workshop for staff both from EUA member universities and quality assurance agencies to explore the role QA agencies could or should play in promoting quality culture within higher education institutions.
The workshop was a follow-up to trainings organised earlier in this year for the staff of EUA member universities. More...
New EUA survey focuses on mapping institutional practices related to e-learning
EUA this week launches a new online survey that aims to map capacities for e-learning at European universities and assess their perceptions regarding its general impact on learning and teaching.
EUA invites both its member universities and other European higher education institutions to take part in this survey, the second half of which is dedicated to the topic of Massive Open Online Courses (MOOCs), given that relatively little information exists on their growth at the European level.
The results of the survey will be published by EUA and used to devise measures for supporting and providing networking opportunities for higher education institutions committed to or interested in the topic. Importantly, the information gathered will also be used to inform European higher education policy debates.

Le Salon de la Croissance Verte et des Eco-Industries ouvrira ses portes les 12 et 13 octobre prochains. Il est composé de 9 villages dont le Village Formation.Il proposera de l’information sur toutes les possibilités de formation dans le domaine de la croissance verte et du développement durable.
Cet espace co-animé par la Région Poitou-Charentes et l’ARFTLV réunit des professionnels de la formation initiale et continue, de l’orientation (AFPA, ARFTLV, CIO, Greta, CESI, CNAM, ONISEP, IFREE, Université de La Rochelle, Réseau des IUT, Région Poitou-Charentes, Lycée maritime, Lycée de la mer, l’Enilia et le Lycée Raoul Mortier).
Les visiteurs, jeunes ou adultes, en recherche d’une formation du CAP à Bac+5 en lien avec le développement durable pourront y trouver les réponses à leurs questions, quels que soient les secteurs (agro-alimentaire, bâtiment, métiers de l’eau et de l’énergie, gestion des déchets, tourisme…).
A noter, deux temps forts le samedi 13 octobre:
• Grand quizz spécial jeunes tout au long du samedi, tirage à 17h pour gagner des tablettes tactiles. Une question par village.
• De 15h00 à 16h30, une conférence sur le thème: « La croissance verte, quels enjeux pour la formation tout au long de la vie ? ». Elle sera dirigée par George ASSERAF (président de la Commission Nationale de la Certification Professionnelle et expert sur le thème des métiers « verts »), suivie par une table ronde sur les thèmes de la formation et des métiers de la croissance verte au niveau régional.
