Higher education regulatory reforms
1. The Minister for Universities and Science has today informed Parliament of the next steps in the Government’s programme of higher education funding and regulatory reform. A copy of his statement is at www.hefce.ac.uk/news/newsarchive/2013/name,82681,en.html.
2. On 2 July the Minister wrote to HEFCE’s chair, Tim Melville-Ross, setting out these steps and HEFCE’s role in taking them forward. The HEFCE Board considered the letter at its 4 July meeting. A copy of the letter is at Annex A. I am writing to draw your attention to it and to the Minister’s statement and to outline HEFCE’s broad approach, including the timetable for consultation and implementation.
3. The letter reaffirms the primary importance of institutional autonomy and academic freedom, principles which are enshrined in the Further and Higher Education Act 1992 and which have served higher education in England well. HEFCE’s statutory independence – its arm’s-length relationship with Government – is another key element, as is our tradition of working in partnership with the sector. We will continue to maintain intelligent, open and constructive relationships with universities, colleges, alternative providers and other partners in taking these changes forward.

Compliance with the Concordat to support research integrity
1. This letter clarifies the requirement for institutions to comply with the Concordat to support research integrity. It sets out HEFCE’s view of compliance with the Concordat, and provides advice for institutions on finding further information.2. The guidance set out in this letter has been agreed by the other signatories of the Concordat, listed below, as represented on the Concordat working group. Our expectations are therefore aligned with those of the other research funders and organisations that are signatories to the Concordat.
3. Signatories to the Concordat:
* Department for Employment and Learning
* Higher Education Funding Council for England
* Higher Education Funding Council for Wales
* National Institute for Health Research
* Research Councils UK
* Scottish Funding Council
* Universities UK
* Wellcome Trust.
4. The requirement will be introduced as a condition of HEFCE grant from 2013-14, for institutions eligible to receive HEFCE funding for research. This follows our consultation ‘Research integrity concordat: Consultation on proposed implementation from 2013-14’ (HEFCE 2012/32), the outcomes of which are published on the research integrity section of our web-site). The funding agreements for 2013-14 therefore state:
‘The institution is required to comply with the Concordat to Support Research Integrity published by Universities UK in July 2012 […] Institutions in receipt of research grant from the Council are also required to provide assurance of their compliance with the Concordat through the annual assurance return to the Council and following any guidance that the Council may provide. For 2013-14 only, in recognition that compliance by some institutions may require a period of time to achieve, institutions in receipt of research grant from the Council may provide assurance either of their compliance, or that they are working towards compliance, with the Concordat.’
5. Institutions will be asked to confirm their compliance with the Concordat in the annual assurance statement, which will be subject to routine audit. Institutions will not be required to provide additional evidence in the assurance return. We will additionally monitor the implementation of the concordat through the information shared by other funders at the integrity working group (see paragraph 13). Read more...
Les étudiants nordiques frileux pour la mobilité
Ulf Hedbjörk, directeur de l'Unité Eurydice de l'agence nationale suédoise, argumente sur les bienfaits de stratégies communes entre pays aux systèmes éducatifs proches."Ce n'est pas le financement de leur mobilité qui préoccupe nos étudiants - les bourses d'Etat y pourvoient largement - c'est la crainte que le temps passé à l'étranger ne les mette en retard dans leurs études."
Ce constat résulte d'une enquête menée conjointement par les agences suédoises, norvégiennes et finlandaises sur les motivations et les obstacles à la mobilité de leurs étudiants qui réclament plus de garanties avant de se risquer à un séjour Erasmus. En conséquence, les trois pays ont revu leurs méthodes de gouvernance et d'encadrement du programme Erasmus pour rassurer, encourager et faire augmenter les candidatures.

Erasmus + et les alliances de la connaissance
Béatrice Bellet, Université de Saragosse, commente la nouvelle charte Erasmus pour l'enseignement supérieur. Cette nouvelle Charte Erasmus pour l'enseignement supérieur (ECHE) qui sera désormais appliquée sur la période 2014-2020 va amplifier le rôle stratégique de la mobilité des étudiants et des personnels et créer les conditions d'une véritable coopération universitaire.La charte Erasmus renforce les relations entre les entreprises, les organismes socio-professionnels et les établissements d'enseignement supérieur. Elle contraint les établissements à mettre en place des alliances socio-professionnelles autour d'un champ thématique avec l'ensemble des interlocuteurs concernés au niveau local et régional avant d'aborder le partenariat international. Les établissements de l'enseignement supérieur ont un rôle pivot pour structurer ces alliances qui ont pour objectif de faciliter l'employabilité de leurs étudiants.

L'ACA et l'agence 2e2f préparent la conférence de l'ACA 2014M. Bernd Wächter, directeur de l'ACA (Academic Cooperation Association) était en visite à l'agence 2e2f à Bordeaux, le jeudi 18 juillet dernier.
A cette occasion, il a été confirmé que la prochaine conférence annuelle de l'ACA se déroulerait à Bordeaux, du 15 au 17 juin 2014.
Dans ce cadre, l'agence 2e2f apportera son assistance technique pour l'organisation de cet événement.
La conférence 2013 s'est déroulée du 09 au 11 juin à la Haye (Pays-Bas).

By Marielk. Newest statistics launched by the EU show that the number of students who have spent parts of their studies abroad with an Erasmus grant has now passed 3 million. Erasmus mobility programme was introduced in 1987 and is considered one of the definite success stories of European initiatives in the area of education. The programme includes at this point 33 countries (EU Member States, Iceland, Liechtenstein, Norway, Switzerland and Turkey). 26 years ago when the programme was introduced it attracted 3,244 students Europe wise. The numbers for the 2011/2012 academic year indicate a new record – over 250 000 students spent either part of their studies abroad or had a job placement with a foreign company. Furthermore, well over 45 000 staff members, both academic and administrative received support to teach or train abroad. Over 33 000 of these were teaching assignments, marking a 5.4% increase compared to the previous year. Initial progress through the Bologna Process has been followed up with activities such as the new multidimensional ranking – U-Multirank as well as an European Qualifications Framework. Amongst else this resulted in September 2012 in the creation of a high level group on modernisation of higher education that had a specific focus on quality and excellence in teaching, in accordance with the general Modernisation Agenda for Higher Education the Commission has been promoting... The group will next focus on new modes of delivery, examining how to “maximize the impact” of the current MOOC trends in higher education and the report will be expected to be finalized in 2014.
