Le doctorat est le plus haut diplôme de l’enseignement supérieur, c’est le standard international qui atteste que son titulaire est un professionnel formé à et par la recherche. Le Président de la République lui-même a fait de la valorisation du doctorat dans la société française un des axes forts de sa politique d’enseignement supérieur et de recherche, déclarant lors de son allocution au Collège de France, le 5 février dernier « Comment accepter dans un grand pays comme le nôtre que le plus haut gradé dans l’enseignement supérieur – c’est-à-dire le docteur – soit aussi peu reconnu sur le marché du travail? […] l’Etat lui-même doit montrer l’exemple, il ne peut pas dire aux entreprises d’embaucher plus de docteurs et en même temps ne pas avoir des pratiques à la hauteur de cette ambition. »
Sur cette base, les députés ont amélioré la loi relative à l’enseignement supérieur et à la recherche actuellement en discussion au Parlement en adoptant des amendements ouvrant l’accès aux grands corps de fonctionnaires aux docteurs ainsi que l’accès à l’ENA, à l’unanimité des groupes politiques et contre l’avis du Gouvernement.
Or un nouvel amendement gouvernemental déposé au Sénat aurait pour effet, s’il était adopté, d’annuler les avancées approuvées par les députés. La réécriture proposée reviendrait à se contenter de la situation actuelle et dégraderait la valeur du diplôme national en ne tenant compte que du statut contractuel de ces jeunes. Ceci illustre une fois de plus la puissance de la technocratie et des corporatismes sur le pouvoir politique!
Pour sortir la France de la récession, il faut investir dans la recherche, fondamentale et appliquée, dans l’enseignement supérieur, afin de permettre à la moitié d’une classe d’âge d’acquérir un diplôme du supérieur, seul rempart efficace contre le chômage. Mais il est aussi indispensable que la haute fonction publique, à l’image de nos homologues européens, s’enrichisse des qualités de rigueur des démarches scientifiques, et  prenne la mesure des enjeux que porte la recherche pour l’avenir de notre Nation. Les docteurs apporteront à la haute administration non seulement une culture de l’innovation, de la gestion de l’incertitude et de l’expertise scientifique, mais aussi une diversité disciplinaire, culturelle, sociale qui lui font encore défaut.
Le Président de la République l’a bien compris – et nous pensions que ces amendements au projet de loi traduisaient cette volonté.
Notre gouvernement ne saurait encourager la reconnaissance du doctorat par les branches professionnelles sans appliquer au secteur public une mesure nécessaire à sa modernisation et à la diversification du recrutement de ses cadres. Nous, présidents d’université, appelons solennellement les sénateurs à confirmer l’initiative des députés et repousser l’amendement gouvernemental, en montrant ainsi qu’ils participent à cette dynamique indispensable pour notre pays.

MOOC Research Initiative (MRI) is funded by the Bill & Melinda Gates Foundation as part of a set of investments intended to explore the potential of MOOCs to extend access to postsecondary credentials through more personalized, more affordable pathways. Grants will be made available in the range of $10,000 – $25,000. The grant is lead and administered by Athabasca University. The Bill & Melinda Gates Foundation supports Athabasca University and interested academic institutions through research grants to examine the efficacy of early MOOC models for various learner audiences and in a wide variety of contexts. Pour la quatrième année consécutive, l'université technique d'Eindhoven (TU Eindhoven) se maintien au premier rang mondial en matière de collaboration avec l'industrie. C'est l'un des résultats du dernier classement du CWTS Leiden, le Centre for Science and Technology Studies de l'université de Leyde. Ce classement répertorie les 500 universités mondiales ayant la plus forte production scientifique selon une méthodologie qui prend en compte plusieurs indicateurs, dont celui de la collaboration avec l'industrie.
Sur l'ensemble des publications scientifiques réalisées en 2012, 15.6% d'entre elles ont été co-publiées avec un partenaire industriel. A titre de comparaison, en 2009 (pour les publications de l'année 2008) et alors que la TU Eindhoven était déjà en première place, ce pourcentage était de 10.5%; soit une amélioration d'environ 15% en quatre ans. Originally from India, Kava arrived in Germany in 2010 and has been here ever since. Lucky enough to be offered a job in his desired industry at steel giant ThyssenKrupp, he is now based in Bremen.
Where are you located and what do you do?
I live in Bremen and work as a project engineer and site manager at ThyssenKrupp.
What brought you to Germany and how long have you been here?
Germany was not my first choice for studying abroad because of the language barrier. Initially I wanted to do my Masters in Mechanical Engineering in the United States. Later on though, I discovered through a DAAD (German Academic Exchange Service) seminar that Germany would be best for my career because of the huge opportunities in the field of engineering and that its universities offer courses in English. In a world where Europe and the United States are struggling, both East Asia and Latin America are outperforming the pack, even if they, too, face challenges.
And yet, more than 12 years since it started, the Forum for East Asia-Latin America Cooperation (FEALAC) has not grabbed headline attention — not in the way, say, the BRICs (Brazil, Russia, India and China) have. Still, the relationship has grown.
Notwithstanding the considerable distances, inter-regional trade has grown at an average of 20.5 per cent over the past decade, projecting to reach U$500 billion (S$626.9 billion) this year. The full range of goods crosses the oceans, from manufactures to agricultural products, with resources especially important. Global conditions are pushing the two regions closer. Have student support services become more complex? Or, has society, in its effort to remove the elitism of tertiary education, thrown out the reverence and thought which was formerly given to chosing a path of higher learning, leaving behind institutions which have become attractors of high debt and procrastinators?
It was a thought which rested on our minds, even as members of the Caribbean Tertiary Level Personnel Association (CTLPA) met in Barbados last week for its annual congress. The CTLPA was founded in 1996 as the first professional body of student affairs administrators. Spanning Barbados, Trinidad and Tobago, Jamaica, Guyana, Surniname and some of the OECS countries, the organisation has in its mandate to enhance the student’s academic approach to qualitative learning and sensitise them to the working world expectation of a tertiary level graduate, while professionally developing administrators to better meet the changing demands of modern students. SPREADING THE GOOD WORD: TechCrunch calls our attention to Eliademy, a MOOC platform from Finland-based CBTec targeted at "emerging markets and the 'Rest of the World.'" So far it's available in 13 languages, with the company aiming for 40 by the end of 2013. (It recently added support for Latin, which should make folks at the Vatican quite jazzed.) It's worth noting that Coursera has its sights on the world as well, having announced in May partnerships with ten companies to translate course lectures into other languages.
